Site work for a mixed-use development in Forest City, North Carolina. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and water / sewer project.
Rutherford County Schools ("RCS") hereby requests, and is pleased to accept, qualification proposal submittals from vendors interested in full-service reclamation and resurfacing of running tracks used by physical education classes, high school athletic teams, and middle school athletic teams on three (3) traditional high school campuses throughout the school district, as well as full-service resurfacing of playgrounds on ten (10) elementary school campuses throughout the school district. The vendor will be qualified and selected based upon information contained in its submittal. All vendors are invited and encouraged to include any and all information in their submittals that they consider relevant and instructive to the selection process. Firms interested in only a portion of the work detailed in this request will be considered and must clearly indicate that interest in their submittals. For consideration, three (3) hard copies and one (1) PDF version of the firm's response must be submitted in sealed packaging. The PDF version shall be provided via CD, DVD, or USB flash drive. Submittals should be contained within one (1) envelope or package and clearly labeled, "REQUEST FOR QUALIFICATIONS - Rutherford County Schools - Athletic Track Reclamation and Resurfacing/Playground Resurfacing." Location of work: 3 Traditional High School Campuses Chase High School East Rutherford High School R-S Central High School 10 Elementary School Campuses Cliffside Elementary School Ellenboro Elementary School Forest City-Dunbar Elementary School Forrest W. Hunt Elementary School Harris Elementary School Mt. Vernon-Ruth Elementary School Pinnacle Elementary Rutherfordton Elementary School Spindale Elementary School Sunshine Elementary School As a general guide to prospective respondents, the qualification and selection process will observe the Professional Services selection procedures established by the State of North Carolina, including any modifications made thereto by Rutherford County. All submittals must satisfy all aspects of North Carolina law and Rutherford County policy. RCS retains the unqualified right to reject any or all proposals. RCS representatives may or may not interview respondents in conjunction with the qualification and selection process. Please include the RFQ name in the subject line of the email correspondence. 1. PROJECT(S) SITE INFORMATION RCS is a K-12 graded school district serving Rutherford County, North Carolina, with three traditional high schools for students in grades nine (9) through twelve (12) and ten (10) traditional elementary schools for students in grades prekindergarten through five (5). The three tracks are located on the campuses of CHASE High School, East Rutherford High School, and R-S Central High School, and are easily accessible for vehicles and equipment. The tracks are used daily by physical education classes and weight training classes. The tracks are also used throughout the year by high school athletic teams for conditioning and by both girls' and boys' track and cross-country teams. The tracks at CHASE High School and East Rutherford High School are also used by the middle schools in their respective attendance districts. All playgrounds are located on the campuses of the school district's ten (10) elementary schools, and some present accessibility challenges for vehicles and equipment. Erosion issues also persist at some locations. These playgrounds are used daily by students at all schools. 2. SCOPE OF WORK High School Tracks Project Description RCS is seeking qualified, experienced Consultant teams to provide design-build services for the subject project to include design, permitting, and construction services for reclamation and resurfacing of the athletic tracks at all three traditional high schools. The project must meet ADA accessibility requirements and requires review of, and potential revision to, the current storm-water management/drainage systems at each location. High School Tracks Project Description RCS is seeking qualified, experienced Consultant teams to provide design-build services for the subject project to include design, permitting, and construction services for reclamation and resurfacing of the athletic tracks at all three traditional high schools. The project must meet ADA accessibility requirements and requires review of, and potential revision to, the current storm-water management/drainage systems at each location. The following may be considered a minimal list of project requirements, and shall not be considered all-inclusive: 1. Properly Evaluate Project Areas a. Perform site visits, as well as survey and subsurface soils, to ensure proper design. b. Review existing conditions, site topography, and drainage patterns. c. Understand current and future proposed uses of the facility. d. Evaluate existing stormwater management permits, control measures, and conveyance systems. e. Determine soil types and seasonal high-water table elevations. f. Consider seasonal climate variations, including storm events. 2. Utilize Effective Design and Construction Methods a. Use highly qualified design professionals, licensed for practice in North Carolina and eligible to work for North Carolina state agencies. b. Meet regularly with RCS designee(s) to review design opportunities and constraints. c. Conduct any necessary code and zoning research for safety, function, transportation, and accessibility. d. Identify regulatory agencies and permits required for the project. e. Assess programming and overall facility use needs as applicable. f. Review track resurfacing options and specifications so that school officials can make proper material selections based on programming, cost, and maintainability. g. Design base that meets all critical elements for long term surface stability and effective drainage. h. Ensure proper material selection and workmanship by highly skilled professionals. i. Implement measures to avoid fill settlement. j. Ensure effective utilization of time and resources to meet budget and schedule constraints. k. Certify construction standards and warranty workmanship. l. Ensure that the power supply to Elementary Playgrounds Project Description RCS is seeking qualified, experienced Consultant teams to provide design-build services for the subject project to include design, permitting, and construction services for grading, landscaping, erosion control, and resurfacing of multiple playground areas on ten (10) elementary school campuses. The project must meet ADA accessibility requirements and require review of, and potential revision to, the current storm-water management/drainage systems at each site. The following may be considered a minimal list of project requirements, and shall not be considered all-inclusive: 1. Properly Evaluate Project Areas a.
