Renovation of a mixed-use development in City of Wilkes Barre, Pennsylvania. Completed plans call for the renovation of a medical facility.
Project 693-17-101 The contractor shall provide all labor, materials, tools, equipment, permits, testing, and reports required to replace make tile wall repairs at the Wilkes-Barre VA Medical Center. All work must be performed in accordance with (IAW) the attached Statements of Work, specifications, drawings, and all federal, state, and local codes and VA rules and regulations. The Contractor shall be responsible for the correct title classification of workers and compliance Magnitude of Construction: Between $250,000 and $500,000 This is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside acquisition. NAICS: 236220 - Commercial and Institutional Building Construction Size Standard: $39.5M All contractors must submit their bid in whole dollars only. Award will be made to the responsive, responsible bidder, whose bid, in conformance with the solicitation, results in the lowest price. General: a. The scope of work shall generally consist of, but not necessarily be limited to, providing all labor, materials, tools, equipment, permits, testing, and reports required to install thermostatic mixing valves at various locations throughout the Wilkes-Barre VA Medical Facility. Any work determined by the COR as having a significant impact on the daily operations of the facility shall be conducted on an after-hours schedule. All work shall be performed in accordance with VA Master Specifications. All federal, state, and local code/regulations/standards shall be followed. b. Contractor shall supply and install a total quantity of 640 thermostatic mixing valves. Locations are identified in the attached list, with a breakdown by floor. Included in the total quantity are spares. If there are leftover valves after mixing valves are installed in all required locations, the valves shall be turned over to VA plumbing staff. c. Mixing valves shall be Watts 3/8" Series LFUSG-B to match the facility standard and the facility's Legionella Prevention and Control Plan in compliance with VHA Directive 1061 Prevention of Health Care-Associated Legionella Disease and Scald Injury from Water Systems. d. Valves shall be provided and installed in accordance with Specification 22 05 23 General Duty Valves for Plumbing Piping. e. Prior to beginning work, contractor shall meet with COR and VA plumbing staff to plan out schedule of work to coordinate room access and shutdowns. Meetings shall continue weekly to coordinate work for the following week. f. The above scope of work is intended to describe the project in general. The contractor shall abide by all Infection Control Risk Assessment (ICRA) guidelines when performing this project. g. The contractor shall follow all federal, state, and local codes, regulations, and standards. Normal working hours shall be 7:00AM to 4:30PM Monday to Friday excluding national holidays. Work outside normal working hours will be required to complete a portion of the required work. For the purposes of bidding, contractors shall assume 50% of the valves will need to be installed outside normal working hours. The work shall be coordinated through the designated Contracting Officer's Representative (COR). SITE VISIT (CONSTRUCTION) (FEB 1995) ALTERNATE I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for-- August 31, 2022 3:00 PM Local (c) Participants will meet at-- WBVAMC Bldg 1 Rm C6-70 The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool.
