Demolition, site work, paving and new construction of a mixed-use development in Saint Paul, Minnesota. Working plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; and sidewalk / parking lot.

This project provides for: the replacement of five (5) Passenger Boarding Bridges, one (1) Passenger Boarding Bridge Relocation, new boarding bridge fixed walkways, and all associated controls, equipment, accessories and foundations. Building architectural and electrical improvements are also included in the project. Security cameras and boarding door card readers to conform with the current MAC design standards are also included in this project. Site work includes concrete removal and restoration, and pavement marking. Approximate quantities of major items of work are as follows: Passenger Boarding Bridge 6 EA Fixed Walkway 410 LF Passenger Boarding Bride/Walkway Caissons 6 EA Concrete Pavement 136 SY Automated Bag Conveyor 6 EA Preconditioned Air Unit / 45-Ton 4 EA Preconditioned Air Unit / 110-Ton 2 EA Ground Power Unit 8 EA Pavement Marking 1 LS Security Upgrades 1 LS Electrical Distribution 1 LS Consistent with Minnesota Statute, Section 473.144, MAC may not accept a bid or proposal for a contract or execute a contract in excess of $100,000 with any business unless said business is in compliance with certain requirements concerning affirmative action plans. Evidence of compliance must be submitted within (1) one MAC business day following opening of bids. Bids will be considered non-responsive if the compliance requirements are not met. Compliance requirements are outlined in the project specification. The goal of the MAC for the utilization of Disadvantaged Business Enterprises on this project is 3%. A bidder's failure to show a good faith effort to achieve the specified contract goal for the participation of DBEs in the completion of this project will be grounds for finding the bid non-responsive. A bidder should contact the MACs Contract Compliance Administrator at (612) 726-8100 for information on qualifying for the DBE program or for assistance in identifying DBE businesses. Each bid shall be accompanied by a "Bid Security" in the form of a certified check made payable to the MAC in the amount of not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the MAC, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the MAC, withdraw its bid for a period of (120) days after the opening of bids, and, if awarded the Contract, will enter into a contract with the MAC, and in connection therewith, give Performance and Payment Bonds as required by law and on forms furnished to the Contractor by the MAC. In the event the Bidder fails to enter into a Contract, the amount of the certified check will be retained or the bond enforced by the MAC
