**As of September 21, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** Application Equipment. Use a self-propelled striper capable of heating the paint to provide uniform flow and enhance quick drying of the paint. Ensure that the striper has a guide boom or optical pointer to attain smooth and straight lines. Ensure that the equipment maintains proper paint pressure at all times. Provide equipment capable of applying a single line or parallel lines of the specified width and in any combination of a skip line and a solid line in one pass. Provide equipment with a paint cutoff device to provide clean, square marking ends of the paint lines. Tanks shall be equipped with an agitator that will keep the paint thoroughly mixed. Construction. Provide yellow center line markings, which are defined as those separating traffic moving in opposite directions. Provide white lane line markings, which are defined as edge lines or those separating traffic moving in the same direction. Ensure that these markings are skip lines and solid lines as required by Part 3 of the MUTCD. Ensure that the edge lines are solid lines, and determine the color from Part 3 of the MUTCD. On all Roadway Routes install pavement markings 4 inches in width. On resurfacing, pavement restoration, and pavement rehabilitation projects, reinstall the recorded existing pavement markings as modified by the Engineer. On new construction, place the markings as the Contract specifies or as the Engineer directs. Pavement Surface Preparation. Clean grease, oil, mud, dust, dirt, grass, loose gravel, or other deleterious material from the surface where pavement markings are to be applied. Use only Engineer approved cleaning methods. Paint Application. Apply paint at a rate of not less than 16.5 gallons per mile of solid 4-inch line. Apply glass beads at a rate of not less than 6 pounds per gallon. Drop on Glass Beads. Use beads as specified in Section 713.02 of the Kentucky Transportation Cabinets 2012 Standard Specification for Road and Bridge Construction. The County will evaluate the beads as part of the marking system through retro reflectivity readings. Marking Removal. Remove all markings made in error or not conforming to the traffic operation in use. Do not paint with asphalt binder or other material to obliterate the markings. Remove markings by either an abrasion or water blasting process to the satisfaction of the Engineer. When water blasting, vacuum all marking material and removal debris concurrently with the blasting operation. Proving Period. A proving period will follow the application of the permanent pavement striping. During this period, the Engineer will make such observation as are necessary to determine if the markings are acceptable. The proving period begins when the facility is opened to traffic. Requirements. The minimum retro reflectivity shall be as defined by Section 713.03 for white and yellow stripes. Corrective Work. If a line is found to be defective, repair or remove and replace the line. The correction work will be subject to a proving period as listed above and will be performed at the Contractors expense. Bids accepted by the County will be available to all members of the Kenton County Cooperative Purchasing Agreement. The County reserves the right to reject any and all Bids, to waive formalities, and to negotiate with the apparent qualified bidder to such an extent as may be determined by the Fiscal Court. All answers to questions will be posted on the Kentoncounty.org website; under Business Services, Treasurer and then Procurement Reserved rights Kenton County reserves the right at any time and for any reason to cancel this Request for Bids/Proposals, accept or reject any or all bids/proposals or any portion thereof, or to accept an alternate bid/proposal. Kenton County reserves the right to waive any immaterial defect in any bid. Kenton County may seek clarification from any bidder/offeror at any time and failure to respond promptly is cause for rejection. Award It is the intent of Kenton County to award a contract to the lowest responsible bidder/offeror meeting specifications. Kenton County reserves the right to determine the lowest responsible bid/offer on the basis of an individual item, groups of items, or in any way determined to be in the best interests of Kenton County. Award will be based on the following factors (where applicable): (a) adherence to all conditions and requirements of the bid/proposal specifications; (b) price; (c) qualifications of the bidder/offeror, including past performance, financial responsibility, general reputation, experience, service capabilities, and facilities; (d) delivery or completion date; (e) product appearance, workmanship, finish, taste, feel, overall quality, and results of product testing; (f) maintenance costs and warranty provisions; and (g) repurchase or residual value. Bids/proposals accepted by the Kenton County Fiscal Court will be available to all members of the Northern Kentucky Governmental Purchasing Association.
