The Department of Energy, Western Area Power Administration, Rocky Mountain Region (Western) invites you to submit a quote for "Transmission Line Hardware" under Request for Quotes (RFQ) 89503222QWA000448. This solicitation is issued as a 100% small business set-aside. The NAICS code is 335932 and the applicable size standard is 1,000 Employees. This letter is not an integral part of the RFQ, which is a self-contained stand-alone document. In the event of any conflict between the contents of this letter and the enclosed RFQ, the RFQ language shall prevail. The enclosed RFQ consists of Standard Form (SF) 1449, Contract Terms and Conditions, Solicitation Provisions, and Attachments A-D. Any clause or provision incorporated by reference in this RFQ may be viewed in its entirety at the following web site: https://www.acquisition.gov/. Quoters are advised to closely review all contract clauses and solicitation provisions attached to the SF1449. Additionally, quotes shall include all information/documentation as identified in provision WES-L-2001, Addendum to Instructions to Offerors--Commercial Items. Quoters are advised to inspect the entire solicitation for certifications or other information that may be required. In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications. Contractors shall be registered in the System for Award Management (SAM) database (www.sam.gov) at time of quote submission to be considered for award. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the SAM database at time of quote submission award, during performance, and through final payment of any contract resulting from this solicitation.
