The Town of Summit, MS is requesting Statement of Qualifications (SOQs) from firms or individuals to provide engineering services pertaining to the use of eligible funds that have been provided under the American Rescue Plan Act's State and Local Fiscal Recovery Fund (ARPA) as well as other projects that might be funded under federal or non-federal programs. It is anticipated that the ARPA funds available to the Town will mainly be used for water and sewer infrastructure needs, however the Town may use the funds for projects as allowed under the ARPA legislation. Selection of an engineer will be based upon the criteria shown in this notice and no price or cost information should be included. The selected engineer will provide engineering services in support of the project and/or projects through the project(s) closeout and do so in accordance with federal, state, and local laws and regulations. The project(s) may include, but are not limited to, the following professional services: 1. Preliminary engineering analysis 2. Topographic and boundary surveys 3. Preliminary and final engineering design 4. Assistance with bidding and procurement of contractor(s) in conformance with applicable federal requirements. Services under this item will include assistance with: a. Bid advertising b. Bid opening and bid tabulation c. Recommendation of award d. Pre-Construction conference and Notice to Proceed 5. Construction Administration 6. On-site construction observation 7. Review and recommendation of payment by Town 8. Conduct and oversee final inspection Submissions should contain sufficient information reflecting the engineer's experience and qualifications. The information submitted should include the following and will be graded based on a 100-point evaluation criteria. o Experience of the firm with water, wastewater and drainage projects - 40 points o Experience of the firm with federally/state funded projects (CDBG, SRF, U.S. Corps of Engineers, etc.) - 30 points o Qualifications of the staff available for assignment to the projects - 30 points The Town of Summit is an Equal Opportunity Employer and encourages Minority Owned and Women Owned Business Enterprises (MBEs & WBEs) to submit qualifications.
