The contractor must provide the R.M. with continuous work to minimize the interrupted service of the road. Note: Completion date will not exceed October 15, 2022. A penalty of $1,000.00 per day if job is not completed will be applied. Tenders: All job costs must be itemized and incorporated into the tender specifically, including any mobilization, or moving costs. Final Inspection: Contractor should allow two working days' notice prior to a final inspection and should have a minimum of 1 mile ready for inspection. Surface inspections can be completed prior to final inspections if approved by the R.M., so gravel operations can be started. The responsibility of the road is still the contractors until final inspection has been approved by the R.M. Council. Monthly progress payments will be paid based on a percentage of work completed by the Contractor and approved by R.M. Council. A mandatory hold back of 20% will be in place until Council is satisfied that the job has met all criteria and applicable standards. Council will not release this 20% holdback until an executed contractor's final release and waiver of lien contract is presented. Signs & Safety: It is the contractor's responsibility to erect and maintain proper signage to warn the public of any hazards on the construction site. Signs must meet or exceed industry standards and should be moved as the job progresses. Road signage, if removed is to be reinstalled to R.M. standards. Road Base: Road shoulders will be pulled, then will spread 700 yards per mile of 1.5" crushed gravel onto the road top and road top will then be ripped 1 foot deep and disked for gravel incorporation and then compacted and finish graded with a 4 percent crown from center of road to road edge. The super Elevated curves will need to be reshaped and sloped to industry standards. Then 300 yards of 3/4 minus (type 106) traffic wearing gravel will be spread on road surface and finish bladed. Gravel The Contractor will be responsible to supply the gravel for this project. The contractor will be responsible to load and haul gravel from their chosen location. The contractor shall incorporate 700 yards per mile of gravel and finish the road top with 300 yards per mile of type 106 traffic gravel. At the RM's discretion they may choose to supply the 3/4 " type 106 traffic gravel. Insurance: Contractor must provide a copy of General Liability and Property Damage with a minimum of $2,000,000.00 inclusive. The R.M. will also require a clearance from Saskatchewan W.C.B. Disclaimer: If tenders are incomplete, unsigned, conditional, illegal, obscure, and illegible or contain conditions not called for, reservations, erasures, alterations, or irregularities of any kind, they may be rejected. Late tenders will automatically be rejected based on time default. The owner reserves the right to accept or reject any or all tenders and to waive irregularities and informalities at its discretion. The owner reserves the right to accept a tender other than the lowest tender without stating reasons. By the act of submitting its bid, the Bidder waives any right to contest in any legal proceeding or action the right of the owner to award the work to whomever it chooses, in its sole and unfettered discretion, and for whatever reasons the owner deems appropriate. Without limiting the generality of the foregoing, the owner may consider any other factor besides price and capability to perform the work that it deems in its sole discretion to be relevant to its decision. The owner reserves the right to cancel the road project at any time prior to commencement of work if the owner deems it necessary to do so by notifying the contractor in writing of this decision.
