Site work and paving for a mixed-use development in Kure Beach, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The total estimated contract value for this project is between $250,000 and $500,000. THIS IS A TOTAL SET-ASIDE FOR SMALL BUSINESS CONCERNS ONLY. STATEMENT OF WORK The asphalt parking lot and access at the QGV ARSR Radar site has deteriorated significantly, showing uneven areas, areas with 'alligator' cracking, and other areas with long cracks 1/4 " to 1/2 " in width. There areas where the asphalt along with base material are damaged and will require replacement & repairs. The contractor shall furnish necessary equipment, materials, labor and supervision to perform the following work at the QGV ARSR radar site, a Federal Aviation Administration (FAA) facility located at coordinates 33 59'25.00"N, 77 55'4.00"W, in Fort Fisher, NC. The asphalt parking lot area is approximately 100' x 60' = 6,000 ft2 and has six 10' x 20' white striped parking spaces with concrete wheel stops. The asphalt entrance drive is approximately 12' x 215' = 2,580 ft2 (Drawing so-d-101803-c03). The asphalt access drive from Davis Road to the facility's entrance drive, is approximately 12' x 625', plus the flared section at Davis Road ~ 9,750 ft2 (Drawing so-d-101803-c01). The facility secure and is active 24 hours, 7 days a week. Work inside of the facility's security fence may require escort. The work will impact the operation of the security gate along with disruption of use & temporarily restrict access to some areas. This requires a plan be developed, with a schedule for the work activities and must be coordinated with the FAA's on-site representative. Areas to be closed must be coordinated with the on-site representative, to ensure adequate vehicular access for facility personnel. Supplemental information is in the attached Appendix, included are aerial photographs, site photographs, reference drawings/details and asphalt paving specification 32 12 16. 1. Contractor shall provide a plan including a site map indicating in stages which areas work will be performed, including specific days, and the duration the areas will be closed. This shall be coordinated before the project begins, and shall be reviewed/approved by the facility management. (Submittal Required) 2. Area 1: The contractor shall mill or saw cut, remove and replace the existing asphalt parking lot down to the base. The contractor shall remove, salvage and re-install the concrete wheel stops at the 6 parking spaces. The parking spaces shall be restriped. The area encompasses the asphalted parking lot within the site's security fence, approximately 6,000 ft2 (Drawing so-d-101803-c03). For supplemental construction information or requirements refer to attached aerial photographs, and drawings, along with the associated construction details and notes related to the work to be performed. The new asphalt to be installed shall be a minimum 5" thick (compacted) the contractor shall field verify conditions, dimension and quantities. The existing conditions or asphalt thickness may require the contractor to excavate some base material in order to ensure final elevation matches the existing ground surface and ensure minimum 1/4"/FT slope. The slopes should such that runoff flows away from the building and structures (typically toward the fence). Any discrepancies that may impact the work to be performed shall reported to the FAA upon discovery, in writing. Care shall be taken to minimize damage to the existing features not to be repaired or replaced. The contractor shall coordinate with the FAA while working at or adjacent to the FAA's security gate and shall minimized the time the gate is inoperable. At no time shall the FAA not have access to the facility, temporary closures may be permitted be must be coordinated and approved with the FAA's on-site representative. 3. Area 2: The contractor shall mill or saw cut, remove and replace the existing asphalt entrance drive down to the base. It encompasses the area between the access road and the parking lot at the FAA's security gate, approximately 2,580 ft2 (Drawing so-d-101803-c03). For supplemental construction information or requirements refer to attached aerial photographs, and drawings, along with the associated construction details and notes related to the work to be performed. The new asphalt to be installed shall be a minimum 5" thick (compacted) contractor shall field verify conditions, dimension and quantities. The existing conditions or asphalt thickness may require the contractor to excavate some base material in order to ensure final elevation matches the existing ground surface and ensure minimum 2% slope. QUESTIONS REGARDING THE SOLICITATION Offerors must submit all questions and comments via E-Mail (marc.lemay@faa.gov); however, they must not be submitted via phone call. Responses to questions will not necessarily change the date proposals are to be received. The FAA will respond by posting on SAM.gov on or about September 6, 2022. Questions and answers that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified. Discussions with potential Offerors may take place throughout the source selection process. Information disclosed as a result of oral or written discussions with an Offeror may be considered in the evaluation of the Offeror's submittal(s). Discussions with one Offeror does not necessitate communications with other Offerors. The FAA reserves the right to conduct discussions with all, some, or none of the Offeror(s), as circumstances warrant. THIS IS A REQUEST FOR PROPOSALS. NO FORMAL OPENING OF PROPOSALS WILL OCCUR, AND RESULTS WILL NOT BE AVAILABLE BY TELEPHONE. UNSUCCESSFUL OFFERORS WILL BE NOTIFIED BY LETTER, AND AN AWARD ANNOUNCEMENT WILL BE POSTED ON THE FAA CONTRACT OPPORTUNITIES WEBSITE FOR PUBLIC VIEWING. SA30 SITE VISIT There is an optional site visit on August 25, 2022 at 10:00am. a. Meeting point - Latitude / Longitude: 33 59'25.00"N, 77 55'4.00"W, Fort Fisher, NC 28449 b. The FAA facility escort has been instructed not to answer any questions about the project during the site visit, please do not ask them any. All questions from the site visit must be submitted in writing according to the RFO's instructions in Section B, Clause B005 Solicitation Questions (above). The FAA assumes no responsibility for any conclusions or interpretations made by the contractor based on the information received by any means other than in writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or representation made concerning conditions, which can affect the work, by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in the contract. c.
