The Town of Sylvan Lake, Alberta has a population of 15,995 people and is located 20 kilometers west of Red Deer, Alberta on Highway #11 and #11A. The Town of Sylvan Lake owns and maintains approximately 94 km of sanitary sewer mains. To effectively maintain this infrastructure, the Town is requesting proposals from qualified contractors to provide sanitary sewer cleaning services for the Town's Environmental Services Department on an annual basis. i. This project involves the annual cleaning of Town-owned sanitary sewer mains. A typical sanitary sewer cleaning project performed under the proposed contract will involve the following process: o Review any drawings, specifications, reports, etc. provided by Town staff on the proposed project area. o Visit the project site with Town staff and identify a preliminary scope of work including maintenance of traffic requirements. o Develop and agree on a final scope of work. o Provide a schedule and quote of estimated quantities. Submit to Town staff for review and approval. o Obtain written approval from the Town for implementation of the task. o Perform all work necessary. o Submit data deliverables and final project quantities. o Town staff will review all deliverables prior to final sign-off. Contractor to address all identified deficiencies in the work and deliverables. The annual budget for these typed of services is in the range of $25000 to $50000 per year Question Deadline: Wed Sep 7, 2022 4:00:00 PM (MDT) ii. The scope of services will consist of individual tasks to be determined and assigned during the contract period. Examples of the potential type of work may include, but are not limited to the following: o Cleaning of sanitary sewers ranging in size from 200mm to 900mm in diameter. This work includes flushing, debris removal, grease removal, root cutting, deposit cutting, and grinding protruding break-in service connections. o This work includes debris removal. The contractor shall also provide the Town with a post-cleaning report that includes all requested documentation and information outlined in these specifications. o All work will be captured in the Town's asset management system. Appropriate technology (laptop, tablet, or other appropriate devices) to enter this required information will be provided by the proponent with LTE/ cellular device. o Maintenance of traffic services, including developing plans for traffic control as needed, reviewing with town Staff for Traffic Interruption permits, and obeying all Town restrictions and requirements for the given location. o Water for flushing will be provided by the Town at the Town's cost. o Disposal of debris collected from manholes will be permitted free-of-charge at a location provided by the Town. The term of the contract will be for three (3) years, beginning on, or about September 28, 2022, and expiring on, or about September 28, 2025. The Town will permit an annual inflationary cost of living adjustment based on the actual inflation rate for Red Deer, Alberta up to 5% annually. iv. If the proponent will use any sub-contractors, they must be listed within the submission where indicated. The Town reserves the right to award the contract to qualified general contractors only. v. The proponent is responsible for traffic control during the cleaning. If an interruption to pedestrians or motorists may occur a Traffic Interruption Permit (TIP) issued by Public Works is required. vi. Normal maintenance is to occur between the hours of 7 am to 7 pm on any day. Afterhours work will be considered at the Towns discretion. vii. List separately any Value-Added Service that provides benefit to your submission at no cost to the Town, if any.
