Site work for a water / sewer project in Brookings, South Dakota. Completed plans call for site work for a water / sewer project.

Bids are requested for the following Contract: Unit Price Base Bid for Sanitary Sewer Interceptor Replacement Phase II Guidance Notes 1. The basis of each Bid may vary, and may even include alternate bids. This should be made clear in the Bid Form. Edit to suit the Project and Owners requirements. Choose paragraphs as appropriate for the Project and delete paragraphs not used. 2. Descriptions of the Work should be brief, but provide adequate detail for prospective Bidders to be able to determine if the Work is the type of project they can pursue. 3. Providing the Owners Budget may be required by local Laws and Regulations. Providing the budget number gives prospective bidders ready information needed to determine if they have the bonding capacity to Bid the project, or if the project is within the Bidders capability. Edit to comply with local Laws and Regulations. Delete if budget information is not required and Owner does not elect to share it in the advertisement. Notes to User The advertisement may be for a single contract, or for several contracts being bid concurrently where multi-prime contracts are used. For a single contract, delete the [Or], the wording that introduces the table, and the table itself. For multiple contracts, delete the sentence beginning Bids are requested for the following and the [Or], and retain the table and introductory wording. Revise the format if a table is not practical for print publication. For additional guidance, see EJCDC C001, Commentary on the 2018 EJCDC Construction Documents (2018). Bids will be acted upon at a Utility Board meeting on September 12, 2022. The Base Bid shall include the following Work: Contractor to furnish and install all materials and labor needed to replace the existing 30 sanitary sewer main with new 36 sanitary sewer main, associated appurtenant equipment, including but not limited to HDPE lined manholes, sewer services, restore agricultural field surfaces, replacement of the existing asphalt road, dewatering, sewer bypass and traffic control. New sanitary sewer work will include approximately 5,700 linear feet of 36-inch gravity sanitary sewer pipe, pipe bedding, 16 precast sanitary sewer manholes, significant bypass pumping and dewatering. Additional work includes furnishing and installing approximately 1,000 linear feet of 8-inch water main and associated appurtenant equipment, including but not limited to pipe bedding, valves, fittings, fire hydrants and services. Included with the Base Bid is furnishing and installation approximately 18,700 linear feet of 1-1/4 electrical duct and installation of approximately 11,600 linear feet of Owner furnished electrical conductor. The Bid Alternate 1 shall include the following Work: Contractor to furnish and install all materials and labor needed to approximately 3,000 linear feet of 8-inch water main and associated appurtenant equipment, including but not limited to pipe bedding, valves, fittings, fire hydrants and services. Owner anticipates that the Projects total bid price will be in the range of $5,500,000 to $6,000,000. The Project has a Milestone 1 completion date of July 15, 2023 for the work on 44th Street, a Substantial completion date of October 31, 2023 and a Final Completion Date of November 30, 2023. Obtaining the Bidding Documents Guidance Notes Bidding Documents may be made available to prospective Bidders using a variety of methods ranging from providing printed documents to allowing them to be downloaded from a website. If the Bidding Documents will be made available in an electronic format, then the following standard paragraphs assume that the documents will be distributed as PDF files. If other types of files, such as native CAD files or building information models (BIM), will be made available to Bidders, then edit the advertisement accordingly, and review Guidance Note 9 accompanying Article 2 of the Instructions to Bidders for Construction Contract (2018), and the provisions of EJCDC C001, Commentary on 2018 Construction Series (2018), regarding file formats other than PDFs. Notes to UserUse the following paragraphs for distribution of Bidding Documents through an Issuing Office (See Instructions to Bidders). Delete if not used. Bid Security Each bid must be accompanied by: 1) A certified check, cashiers check or draft, for five (5%) of the amount of the bid, such check to be certified or issued by either a State or National Bank, and payable to Brookings Municipal Utilities. Or in lieu thereof, 2) A bid bond for ten percent (10%) of the amount of the bid, such bond to be issued by the surety authorized to do business in this state and payable to Brookings Municipal Utilities. Brookings Municipal Utilities will retain the check or bond as liquidated damages if the successful Bidder refuses or fails to enter into a contract in accordance with the bid within fourteen (14) calendar days after receipt of Notice of Award. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid Preference A South Dakota resident Bidder shall be allowed a preference on a contract against the bid of a Bidder from any other state or province of any foreign country which enforces or has a preference for resident Bidders. The amount of the preference given to the resident Bidder shall be equal to the preference in the other state or province. (SDCL 5-18A-26). The bureau of administration shall maintain a current list of all states that have a resident Bidder preference law and the amount or percent of the preference. (SDCL 5-18A-27). Brookings Municipal Utilities will retain the bid security as liquidated damages if the successful Bidder refuses or fails to enter into a Contract in accordance with the bid within fourteen (14) calendar days after receipt of the Notice of Award. Bids may not be withdrawn after the actual opening thereof. Brookings Municipal Utilities reserves the right to waive irregularities and to reject any and all bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
