The Virginia Department of Forestry is looking for a contractor who has working experience and knowledge in planting containerized Shortleaf Pine & Longleaf Pine seedlings on StateOwned Lands & State Forests. Planting spacing for the Shortleaf will be on average nine (9) feet by ten feet (10) or approximately 484 trees per acre (12,024 seedlings). Planting spacing for the Longleaf will be eight (8') feet by ten (10') feet or approximately 545 trees per acre (22,044 seedlings). Trees planted must meet the Department's Planting Quality Specifications (included) with final payment determined by the average number of seedlings planted correctly. Work description: The work consists of hand planting Containerized seedlings furnished by the Department. Total acres to cover is estimated at 24.4 acres for the Dragon Run State Forest, and 40.4 acres for the Department of Correction (DOC) - Southampton Corrections State-Owned Lands Property (see attached maps - Attachment A & B - showing the areas to plant). Areas will be chemically site prepared by October 15th, 2022. The Dragon Run planting site adjoins a total harvest area located on private land - pink flagging will be put out to differentiate the area to plant. The Contractor shall notify the State Lands Manager - Ed Stoots (540) 492-0152, three days prior to beginning work, or Dennis Gaston (804) 840-5493 for the Dragon Run State Forest Planting Project, or Scott Bachman (757) 758-0807 for the DOC Southampton Project. Contractor's total Fee for the Services will be determined based on the total bid per seedling for the planting to be completed, less any reductions for not meeting planting quality guidelines. Contractor will be responsible picking up seedlings to be used at DOF facilities located at either the Garland Gray, or possibly the New Kent Forestry Center cooler. Contractor will provide Services and equipment to complete the work. Crew will pick up all trash associated with the planting project and dispose of properly in an approved manner. Seedlings will be kept covered and under shade (not trailers) at all times and not kept on tracts overnight. Seedlings in bags, bundles, and planters' tree bags will be kept moist at all times. Planters will carry no more trees in hand than can be carried without roots drying out before planting. Planting Quality standards / specifications: - Only one (1) seedling shall be planted in a hole. - The hole shall be in mineral soil free from duff or trash. - Seedlings are to be planted: planting tool should be 8"x3" minimum. Longleaf & Shortleaf planted level with the top of the plug - The tap root is to be planted without "J" rooting (turned more than 90 degrees). - Seedlings shall stand at no more than 90 degrees of straight up and down. - The hole shall be filled in at both the bottom and top and packed firmly without injury to bark or seedling. (4 needle test of seedling to test tightness) - Seedlings are not to be planted in frozen soil or when air temperatures freeze root hairs. - Shortleaf Seedlings are to be planted at 484 trees per acre, 9'x10' spacing on the Dragon Run State Forest project. Longleaf Seedlings are to be planted at 545 trees / acre, 8' x 10' spacing on the DOC-Southampton Corrections State-Owned Lands Property. - Seedling roots shall not be beaten or otherwise damaged. - Culling of seedlings will be done to Department specifications. - DO NOT STUFF containerized seedlings into the hole to make it fit. A. The Contractor will be notified of unsatisfactory work within one week after inspecting the planting. Restitution will be made in the form of nonpayment, partial payment or replanting. The form used will be the decision of the Department. REPLANTING - When replanting is required, it will be the responsibility of the Contractor. The Contractor may contract with another qualified contractor to accomplish the replanting with the written consent of the Department in the same planting season. B. NON-PERFORMANCE PROVISION: The Contractor will pay the Department $20 per acre for each area not planted as agreed upon in the contract. Weather conditions cannot be used as a reason to not fulfill this contract. Additional Requirements: a).The unlawful manufacture, distribution, dispensing, possession or use of alcohol or other drugs; and b). Any impairment or incapacitation from the use of alcohol or other drugs (except the use of drugs for legitimate medical purposes). c). No firearms of any kind allowed on State Property, neither concealed nor open carry. d). Check-in via email with DOF the week before planting to ensure seedlings are available.
