No claim may be made by the Contractor that the scope of the project or of the Contractor's services has been changed requiring adjustments to the amount of compensation due the Contractor unless such adjustments have been made by formal written Amendment to the Agreement signed by the KQC County Administrator on behalf of the KQC Board of Supervisors and the Contractor. If the Contractor believes that any particular work is not within the scope of the project or is a material change or otherwise will call for more compensation to the Contractor, the Contractor must immediately notify the KQC Board of Supervisors via the KQC Finance Department in writing of this belief. The Contractor will not be compensated for performing that particular work unless a written amendment has been signed by KQC and the Contractor and a KQC purchase order is issued covering the cost of the services to be provided under the amendment. If the KQC Board of Supervisors believes that the work is within the scope of the Contract as written, the Contractor will be ordered to continue work. 1.5 PROJECT SCHEDULE: This is a multi-year project with an anticipated site plan submission date of December 2021/ January 2022 and construction is proposed to last for 2 to 4 years. King & Queen County, Virginia, a political subdivision of the Commonwealth of Virginia and a body politic, herein referred to as KQC, desires to engage the services of a qualified professional engineering firm to provide professional engineering services as described herein. This Request for Proposals (RFP) plus the resulting contract shall be consistent with and governed by the KQC Purchasing Policy and has been prepared in accordance with the Virginia Public Procurement Act. This section of the RFP sets forth general information to all potential Offerors to assist in the preparation of proposals for the services identified in this RFP. The proposal submission requirements are addressed in Section 2 of this RFP. KQC's process for selecting the best proposal and developing a contract are summarized in Section 3. The requirements and processes set forth therein shall be binding on all Offerors. 1.1 PURPOSE OF THE REQUEST: KQC is soliciting statements of interest and qualifications from interested firms to provide stormwater and environmental management consulting services to King and Queen County in regard to an approved large scale utility (1,700+ acre) solar farm. The project is known as Walnut Solar I and is now owned and will be constructed by Dominion Energy. This project is proposed to produce 149.9 MW of electricity. King & Queen County is looking for a qualified firm to provide an array of consulting services including but not limited to assisting in the site plan review process and subsequently onsite inspections. This firm will be contracted to work for the County of King & Queen.
