The City of Newark is seeking an experienced and properly qualified firm to develop and create a Citywide Facilities Master Plan. Interested consultants shall e-mail any questions and the electronic pdf file of their proposal to Roya Gonzalez, Administrative Analyst, at roya.gonzalez@newark.org. The Facilities Master Plan is expected to include but is not limited to the following: o Evaluation of Current Conditions: Provide a condition assessment of the facilities with regard to the condition of the interior; exterior; roof; mechanical, electrical and plumbing systems; the potential for presence of hazardous materials; security; and accessibility compliance. o Evaluate Future Needs: Consultant shall work with City departments through stakeholder meetings and staff surveys to gather information regarding anticipated new development, staffing, community, and space needs. Alternative Facility Plans: Evaluate options for accommodating the future needs of the City. At a minimum, two options shall be considered. The first should be the option to renovate existing facilities to the extent possible. The second option should consider demolition and full reconstruction, or new construction all together for appropriate buildings (i.e., buildings that are identified as poor condition in the condition assessment). Considerations should be made to relocate identified departments during any necessary renovations. A third option may include recommendations regarding any combination of demolition, renovation or new construction. o Comparative Cost Estimates: Provide a cost estimate for each facility plan. Cost estimates should include all costs associated with each alternative such as renovation, land acquisition and new construction costs. o Implementation Plan: Develop a prioritized plan of action which includes issues and challenges, strategies, and an analysis of budget support and funding mechanisms, for the short term (0-5 years), mid-term (5-10 years) ad long-term (10+ years) goals. The implementation plan should include attainable goals with measurable timelines. o Public Input: Facilitate at least two public meetings to present information and gather feedback from the community. o Presentation of Draft: Present draft plan to City Council and solicit for input. o Presentation of Final Plan: Present final plan to City Council. August 24, 2022 Deadline to submit questions and information requests October 13, 2022 or October 27, 2022 Contract Award (pending City Council approval) City reserves the right to reject any or all proposals, wholly or in part, at any time, without penalty. The method of Contractor Selection has not been Determined at this time
