Replacement of lead or galvanized water services, public and private side replacements up to water meter. 87 New 1" Copper Water Services (Public-side) 79 New 1" Copper Water Services (Private-side) For work on private property (Private or Full Replacement), the Contractor shall contact each Property Owner to schedule and review the water service installation work (including water service line route, location of access pits, installation method, extent of demolition, and extent of restoration) in order to confirm water service line entrance type and location of all underground utilities (including sprinkler lines, underground electric, natural gas lines, and other utilities that may be present), and document the existing conditions of the property on a Property Owner Agreement Form. The Contractor shall obtain a signed Property Owner Agreement Form for each private-side water service to be installed. Pre-Qualification:Yes The Racine Water Utility will be receiving Safe Drinking Water Loan Program (SDWLP) funding, administered by the WDNR, for this contract. The following requirements apply: 1. Davis-Bacon Wage Rates applies for all work completed as part of this project. However, to be exempt, the owner must be a "business owner" as defined under 29 CFR 541.101 and be actively engaged in the management of their business. Davis-Bacon would apply if the owner were not engaged in management but predominantly performs manual or physical duties of construction work. 2. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. 3. American Iron and Steel Requirement (AIS): o All materials supplied having primarily iron and/or steel components including but not limited to flanges, fittings, pipe clamps and restraints, valves, valve boxes, shall meet Buy America requirements. o All materials supplied meeting the requirements of Buy American shall include a certification from the manufacturer or producer for that specific material. Certificate shall be included with each pay request from the contractor. 4. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority-owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals
