The work shall consist of spot repairs to the storm sewer system, including approximately 5,209 feet of storm sewer, 3 stormwater detention area installation, storm manhole repair work, and all restoration as required at locations shown on the contract drawings or as directed by the City or City's authorized representative. Envelope shall contain all documents requested in the Proposal's Instructions to Bidders. Each Bid shall be accompanied by a bid bond, cashier's check or certified check drawn on a solvent bank in the State of Illinois payable without condition to the City in an amount not less than ten percent (10%) of the bid amount as a guarantee that the Bidder will within fifteen (15) days after the date of the award of a contact execute an agreement and file bond and insurance as required by the Contract Documents if their Bid is accepted The successful bidder shall furnish, in manner and form acceptable to the City, a payment bond in the full amount of the Contract guaranteeing payment of all material used and for all labor performed. Bidders are specifically advised that the City is a sub-grantee of the County of Cook of a US-HUD grant made pursuant to the Housing and Community Development Act of 1974, as amended, pursuant to an agreement entered into and between the County of Cook and the City. Neither HUD nor the County is a party to the CDBG contract. All laborers and mechanics employed by the Contractor and all subcontractors on a construction site for this project shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act as amended (40 U.S.C. 276-276s-5). The Contractor and Subcontractors shall comply with all regulations issued pursuant to these Acts and other applicable Federal Laws and regulations pertaining to labor standards. Each bidder is required to comply with Equal Employment Opportunity for Community Development Block Grants, a copy of which is on file with the City Clerk and is available for inspection. An explanation of all Applicable Federal Requirements is provided in the Special Provisions section of the Bid Specifications.
