Renovation of a fitness / recreation center in Warrenton, Virginia. Working plans call for the renovation of a fitness / recreation center.

As of October 6, 2022, there were no bids submitted. No definite date for the rebid. The Town of Warrenton is accepting bids from qualified, Class A contractors to provide assessment and repair services to the existing roof at the Warrenton Aquatic & Recreation Facility pursuant to the previously completed Engineer's Testing to Assess Water Penetration Report. 1. Pursuant to the Engineer's Testing to Assess Water Penetration Report (EXHIBIT A), Contractor shall create an itemized list of Figures #1-15 and Photographs #1-38 and describe how they directly correlate to your proposal and repair or replacement process. 2. Contractor shall replace the portion of the pool area sloped metal roof system at the gable overhangs that continue into the flat roof on the north and south sides over the concourse west wing to prevent water from entering the building. a. Remove the standing seam metal roof panels across the 4'-6' overhang, at least 3 panels wide, and associated trim. Include lower portion along the Penthouse walls. b. Investigate the as-built conditions of the overhang, lower valley, and along the penthouse walls to determine specifically how water is navigating through the system to the interior. c. Repair the conditions allowing water to enter. d. Reinstall or replace the metal roof panels and associated trim. Extend the metal roof panels to the flat roof to allow proper transition flashing. Repair the valley and wall panel flashing as needed. 3. Repair the gap in the metal wall panels on the north penthouse that is allowing water to enter the exterior wall and into the mechanical area. The gap is just under the sloped roof rake trim near the inside corner. 4. Repair the interface of the flat roof and metal panel roof and install appropriate flashing. 5. Assess and correct the middle drain on the concourse west wing flat roof to allow proper drainage. 6. Eliminate the interface of the flat roof and metal panel roof by removing a portion of the sloped gable overhang. Cut the existing structure as needed; repair or replace the sloped metal roof and flat roof systems as appropriate. 7. Repair holes in the deck that allowed water to enter the interior during flood testing. 8. Re-flash all flat roof drains and check the drain body flanges. 9. Remove spray foam applied on the metal panels and patch appropriately if there are leaks (see below regarding air leakage). 10. Provide an option for an in-depth study to be conducted into the air leakage of the mechanical penthouses and throughout the walls at the pool area if the Contractor feels that the overall proposal is contingent upon this item to ensure the overall quality and structure of the roofing system. Otherwise, this item can be omitted. 11. Proposal should also include post-repair leak testing. 12. Any areas requiring beyond 50% repair and/or replacement shall be proposed as a replacement and not a repair of the entire area. Additionally, areas that require major deconstruction should be proposed as a replacement and not a repair if it is in the best interest of the roofing system. 13. All repairs and replacements shall be co-compliant and shall include a minimum 20-year NDL warranty. 14. All prices shall include a 2-year Contractor part and labor warranty and a 20-year manufacturer's NDL warranty for areas that receive a full replacement. All bids shall be accompanied by a bid bond for the total amount of base bid. Question Deadline 9/19/2022 at 4:30 PM ET The due date for submitting questions related to this IFB. will be answered and uploaded to the Towns website. It is the responsibility of the Bidder to check the Towns website prior to the due date for any issued Addenda and to submit with their bid any and all Addenda acknowledgments signed by an individual authorized to sign on behalf of their organization. The Town reserves the right to reject any and all bids and waive all informalities. In the event the Town Manager chooses to reject all bids, the Town will re-advertise or make the purchase on the open market. The Town, through its duly adopted policies, may reject any or all bids. Unless all bids are rejected, the Town reserves the right granted by Section 2.2-4318 of the Code of Virginia to negotiate with the lowest responsive, responsible bidder to obtain a contract price within the funds available to the Town whenever such low bid exceeds the Town's available funds. For the purpose of determining when such negotiations may take place, the term "available funds" shall mean those funds which were budgeted by the Town for this contract prior to the issuance of the written Invitation for Bid. Negotiations with the low bidder may include both modifications of the bid price and the Scope of Work/Specifications to be performed. The Town shall initiate such negotiations by written notice to the lowest responsive, responsible bidder that its bid exceeds the available funds and that the Town wishes to negotiate a lower contract price. The time, place, and manner of negotiating shall be agreed to by the Town and the lowest responsive, responsible bidder. The Town of Warrenton does not discriminate on the basis of handicapped status in admission or access to its programs and activities. Accommodations will be made for handicapped persons upon prior requests. The contract entered into by the parties shall consist of the Invitation for Bids/Request for Proposals, the signed Bid submitted by the Contractor, the Town of Warrenton standard contract form or Purchase Order, the General and Special Terms and Conditions, the Specifications with drawings, if any, including all modifications thereof, all which shall be referred to collectively as the Contract Documents. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
