The purpose of this solicitation is that the City of Bristol, Virginia (hereinafter referred to as the "City") requires soil materials (hereinafter referred to as "Topsoil") for the purposes of capping the City's Integrated Solid Waste Facility (hereinafter referred to as the "Facility") located adjacent to 2880 Valley Drive, Bristol, VA. Therefore, the City is accepting bids for supplying Topsoil and transporting the Topsoil to the Facility. The City seeks to receive bids on a price per cubic yard basis for the furnishing and delivering of Topsoil. The Bidder should reflect all costs (supplying, delivering costs, and taxes) in its price-per-cubic yard response. The City requires 30,000-cubic yards, more or less, of Topsoil. The scope of work is provided generally and is described as: Supplying and delivering of Topsoil; provide all necessary equipment, maintenance, and personnel to facilitate these actions; obtain all necessary operating permits; and maintain appropriate licensure, liability insurance, and performance bonds. The Topsoil shall be certified by the supplier to meet or exceed the following specified requirements and the certification is to be provided to the City prior to any Topsoil being brought to the Facility: The Topsoil shall be fertile, natural, or amended soil; free from large stones, roots, sticks, clay, peat, weeds, and sod; and obtained from naturally well drained areas. The Topsoil shall have an organic content of a minimum of 10% and a maximum of 12%. The Topsoil shall not be excessively acid or alkaline nor contain toxic material harmful to plant growth The Topsoil shall be certified as uncontaminated. The Topsoil shall be free of stone, rock, or gravel larger than 2-inches in any dimension. The Topsoil shall be tested by the supplier once per 10,000-cubic yards of material delivered in accordance with ASTM D2216, ASTM D2487, ASTM D6913, and ASTM D7928 and the test results are to be provided to the City.
