Site work, paving and outdoor lighting for a civil project in Palm Springs, California. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; and water / sewer project.

The Work comprises the replacement of the existing Indian Canyon Drive (Bridge 56C-0025) over UPRR and Amtrak tracks, including minor roadway approach improvements, installation of a new traffic signal at Palm Springs Station Road, installation of a new Sewer mainline under the railroad tracks, and all appurtenant work. There is the Indian Canyon Sewer Project, City Project No. 22-40, the City desires to be built in coordination with this project. The work shall be diligently prosecuted to completion before the expiration of 600 working days. CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid Class "A" Contractor license at the time of submitting bids. To demonstrate proof, each bid shall upload an electronic copy of a certified or cashier's check or a Bid Bond, in the amount of 10 percent (10%) of the total bid price, payable to the City of Palm Springs. The original document will be collected from the apparent lowest responsive bidder and shall match the electronic copy. The Bidder shall guarantee the Total Bid Price for a period of 120 calendar days from the date of bid opening. CALIFORNIA WAGE RATE REQUIREMENTS: The Contractor shall pay the general prevailing rate of per diem wages as determined by the Director of the Department of Industrial Relations (DIR) of the State of California for the locality where the work is to be performed. All contractors and subcontractors must furnish electronic certified payroll records directly to the Labor Commissioner using the DIR's electronic certified payroll reporting system. The Contractor and any subcontractors shall pay not less than said specified rates and shall post a copy of said wage rates and other notices prescribed by regulation at the project site. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are included in the Contract. If there is any difference between the State or Federal wage rates, the Contractor and subcontractors shall pay not less than the higher of the two rates. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question. Bidders are advised that, as required by federal law, the City of Palm Springs is implementing DBE requirements for this project. Bidders shall refer to the Special Provisions for the DBE requirements related to this contract. The DBE Contract goal is 13.0%. Bidders shall comply with the President's Executive Order No. 11246. Any contract or contracts awarded under this Notice Inviting Bids are expected to be funded in part by a grant from the United States Government. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Notice Inviting Bids or any resulting Agreement. This procurement will be subject to regulations contained in 40 CFR Part 33 and 35. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Engineer’s estimate is $20,000,000 to $22,000,000 for the project.
