Question Submission Deadline:October 3, 2022, 8:00am Question Response Deadline:October 6, 2022, 5:00pm Contract Awarded by Town:October 27, 2022 Tentative Project Completion Date:June 30, 2023 The Town of New Milford invites detailed Proposals from qualified Consultant firms with expertise preparing Municipal MS4 program documents and providing impaired waters investigation and monitoring coordination and support. Consulting services will include a review of the current MS4 program, providing programmatic recommendations to insure New Milford's MS4 program meets regulatory requirements. Qualified firms familiar with the State of Connecticut Department of Energy and Environmental Protection and the federal Environmental Protection Agency MS4 requirements and experienced as described in the Scope of Work section of this request will be considered. The goal of the Town is to review the current MS4 program, identify any gaps, conduct required assessments and waster sampling and prepare the 2022 MS4 Annual Report. As part of this RFP the Consultant is required to provide examples of MS4 programs prepared for other municipalities, a list of professionals who will be assigned to this project, staff resumes and a rate sheet including hourly rates for staff and typical mark ups for subcontracted services and laboratory work. All questions related to this Proposal shall be submitted in writing through the ProcureNow Question/Answer Tab via the Town's e-Procurement portal, no later than, Monday, October 3, 2022 by 8:00 am. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. Proposers must clearly understand that the only official answer or position of the Town shall be the one stated in writing and posted in the Town's e-Procurement Portal. All questions submitted and answers provided shall be electronically distributed to proposers following this solicitation on the Town's e-Procurement Portal. When asking questions, please be sure to enter each question separately. No interpretation of the meaning of the specifications or other documents will be made to any proposer orally. Failure of any proposer to receive any such addenda or interpretation shall not relieve such proposer from any obligation under this proposal as submitted. All addenda so issued shall become part of the contract documents. No other communication with any employee or official of The Town is permitted. The Town reserves the right to revise any part of this RFQ by issuing an addendum at any time prior to the submittal deadline. Addenda notifications will be emailed to all persons on record through the ProcureNow portal as following this RFQ. Any bidder may withdraw its proposal through the Town's e-Procurement Portal, the responding firm may "unsubmit" their proposal in ProcureNow. After withdrawing a previously submitted proposal, the responding firm may submit another proposal at any time up to the deadline for submitting proposals. Each proposal shall be considered binding and in effect for a period of ninety (90) days after the closing date. The method of Contractor Selection has not been determined at this time.
