Renovation of a water / sewer project in Reading, Pennsylvania. Conceptual plans call for the renovation of a water / sewer project.

*Per Owner, all bids rejected, no plans for immediate re-bid.* The Project consists of furnish and deliver all materials and services for the Maiden Creek Pump Station Flood Hardening Project. Delivery of materials shall be made to the Maiden Creek Filter Plant at 108 Berkley Road, Reading, PA 19605. Materials shall include all components for installing each flood hardening / flood protection system and measure (herein systems) for four (4) entrances of floodwater located at and incorporated as part of the Maiden Creek Pump Station. The entrances of floodwater include one (1) southside ground-level vault measuring approximately 6.25 ft W x 6.75 ft L, one (1) southside main-door measuring approximately 3.0 ft W, one southside (1) garage-door measuring approximately 10.8 ft W and one (1) eastside ground-level vault measuring approximately 7.5 ft W x 13.25 ft L. Each system shall be able to protect each entrance of flood water to a water protection height of 7-feet. Each system shall allow vehicle passage around and over it while not in-place. Each system can be described as active flood barriers or flood proofing measures, shall be removable, and can be free-standing wall closures, lift-out or slot-in type systems that protect doors and vaults. Each system shall be made of aluminum and easily removed and stored. Reading Area Water Authority seeks to install each system prior to a flood event temporarily to slow-down, reduce or stop, eliminate seepage of flood water into the Pump Station basement via the vaults and seeks to slow-down, reduce or stop, eliminate seepage of flood water into the Pump Station first floor via the doors. While the systems are in-place, if necessary, Reading Area Water Authority can operate its sump pump to control water accumulation. Performance standards for each system should meet or exceed those specified as Type 2 Closures found in Chapter 7, Section 701.1.2 of the U.S Army Corp of Engineers (USACE), Engineer Pamphlet 1165-2-314 (15 December 1995). Each system should allow only slight seepage during the hydrodynamic conditions of flooding and should be considered substantially impermeable according to USACE. Bidder shall furnish and deliver all materials necessary to fully and completely install each system including but not limited to: 1. Aluminum planks. 2. Posts, braces, struts, jambs. 3. All hardware including bolts, pins, clamps, anchor kits, washers, screws, caps, latches, locks. 4. Gaskets, fixings, sealants, epoxy. Bidder shall provide services including design, engineering, assist with fastening systems, hydrostatic and hydrodynamic loads, debris impact loads, system standards and specifications, shop drawings, fabricate and delivery. In addition, services will include one (1) site visit to verify proper installation and testing. Upon delivery, Reading Area Water Authority will unload, inspect, install, and store each system. Qualified Bidders must demonstrate relevant experience with the specified work. CLARIFICATION DEADLINE 10/10/2022 12:00 AM Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Proposals shall include a complete Non-Collusion Affidavit. The form of Non-Collusion Affidavit is on the Reading Area Water Authority website at C-480 Non collusion Affidavit (readingareawater.com) and can be downloaded. Return responses through Penn Bid. Before award of the contract, the successful Bidder shall be required to post with Reading Area Water Authority the sum of One Thousand Dollars ($1,000.00) to secure the performance of the contract, which amount shall be returned after successful completion of the contract. The Reading Area Water Authority, Owner, hereby reserves the right, which is understood and agreed to by all Bidders, to refuse and reject any or all Bids submitted and reserves the right to waive any informality in Bids received.
