The City of Harlan is requesting Competitive Quotations for the construction of two (2) entrancesignsat themajorentrances to the City. The proposed project includes multiple work items which include, but arenot limitedtothefollowing: Entrance Monument Signs (2) and Landscape Beds & Plantings Work on the project shall begin no later than April 1, 2023 and be completed by August 1, 2023. All proposals must be filed on the forms furnished by the City of Harlan, sealed and plainly marked. Proposalscontainingany reservations not provided for in the forms furnished may be rejected, and the City Council reservestherighttowaivetechnicalities and to reject any or all bids. Attention of bidders is directed to the Special Provisions covering the qualifications of bidders andsublettingorassigningof the contract. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid beingdeemednonresponsiveandrejected. The City of Harlan, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42U.S.C. 2000dto2000d-4and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Officeof theSecretary, Part21,Nondiscrimination in Federally-assisted programs of the Department of Transportation issuedpursuant tosuchAct,hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant tothisadvertisement,minority business enterprises will be afforded full opportunity to submit bids in response to this invitationandwill notbediscriminated against on the grounds of race, color, or national origin in consideration for anaward.
