Radio Communication Infrastructure and Design Project Background The Township of West Milford is seeking proposals for engineering services for a new, state-of-the-art emergency digital radio communication system, infrastructure design, system inspection and as built to span the 80+ square mile Township and surrounding jurisdictions, (including but not limited to Newark Watershed, New Jersey State Parks, Local Townships). Built upon the New Jersey State Police Network, this implementation is intended to replace the current antiquated system in place, while eliminating "dead zones" and overall enhancing the quality of Township radio communication. The selection of a vendor to provide professional engineering services is not subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the "New Jersey Local Unit Pay-to-Play" Law, N.J.S.A. 19:44A-20.4 et seq., and Township of West Milford Ordinance 2006-020 (copy attached to the RFP). The Township has structured a procurement process that seeks to obtain the best services on behalf of the Township while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a proposal in response to this RFP. A professional services contract will be awarded as provided by law at a public meeting. 1. Five (5) original proposals must be submitted in five sealed envelopes to the West Milford Township Clerk's Office. One original will remain in the Clerk's Office and four will be sent to the originating department. The Township Council reserves the right to reject any and all bids or to accept such bids as it may deem to be in the best interests of the Township of West Milford, and reserves the right to waive any informality in the bids received, and the right to consider the bids for sixty (60) days after their receipt.
