Market Analysis, Feasibility, and Master Plan for Redevelopment of Eastgate Mall in Union Township, Ohio Union Township, Clermont County, Ohio is soliciting proposals from qualified vendors for the procurement of a complete market analysis, feasibility study and master plan of all potential redevelopment opportunities for the Eastgate Mall site. The approximately 109-acre property is located at intersection of Interstate 275 and State Route 32 in Clermont County, Ohio. The analysis is intended to assist the owners in identifying opportunities for the reuse of the Property that are commercially feasible, given the existing market conditions, and aligns with the needs of the current tenants and the surrounding community. The Township is seeking a highly targeted and results-oriented assessment of the potential redevelopment of the site. Study findings will include information on the potential mix of land uses, the intensity of development, target markets (demographic segments and commercial uses), market absorption rates, projected development timelines, and estimates of development cost for each concept for the Property. The final study and plan are expected to guide the development of current and potential buildings and properties, including the integration of public space elements such as streetscape, outdoor amenities, and parking provisions. The tasks anticipated to be performed under the contract shall include, but may not be limited to, those described in the proceeding sections. The most qualified Submittal will not necessarily be the Submittal with the lowest cost. The Township reserves the right, at its sole discretion, to reject the Submittal of any or all Proponents if the Township believes that it would not be in the best interest of the Township to make an award for any reason, which may include because the Submittal is nonresponsive, non- conforming, conditional, or because the Proponent fails to meet any other pertinent standard or criterion established by the Township. The Township reserves the right to waive any or all informalities and/or minor technicalities. The method of Contractor Selection has not been Determined at this time.
