Padgett Island / Fremd Village/ Mcclure Village Asphalt Overlay Project and Parking Space Extensions Contract Type: A single prime contract based on a Stipulated Price as described in Document 00285 - Agreement. PADGETT ISLAND / FREMD VILLAGE/ McCLURE VILLAGE ASPHALT OVERLAY PROJECT AND PARKING SPACE EXTENSIONS will be one gross project sum with one Contractor. The required 10% Bid Bond and 100% Performance Bond and 100% Payment Bond will be based on the Gross Total project fee. Penalty damages will be charged at $250.00 per day for all calendar days that extend past the allotted time. Contract time is 300 calendar days (60 days of which include mobilization and permit time(60 days) from contract signing to substantial completion. A. Project scope of work consists of: All labor, material and equipment required for the work. Work consists of the asphalt overlay and restriping of the existing private drives and parking in Fremd Village, Padgett Island, and McClure Village. Roadways in McClure Village will also have an asphalt overlay in addition to the private parking spaces. Work also consists of parking space extensions in McClure Village which will require new rock base and sub-base installation. Work consists of the removal of hazardous soil containing arsenic from McClure Village parking space extensions excavation work. Work consists of some concrete sidewalk construction in McClure Village. B. Full on-site supervision of a State of Florida Licensed Contractor or his owner approved site supervisor is required on this project. Architect and Housing Authority must be able to be in touch with, at all times, the Contractor and/or its Field Superintendent. C. The Contractor and all workers are to be aware that there is Arsenic material existing in the soil at McClure Village and the all workers will have to follow the Soils Management Plan for working in these soils. Only registered bidders will be allowed to submit bids; registration is open to all interested parties. No hard copies will be issued. The successful bidder will be required to furnish evidence of current personal injury, property liability, workmen's compensation policy and all other applicable insurances. The Contractor is not allowed to work under a workman s compensation exemption status. All responsive bids shall contain the one original hard copy, one extra hard copy, and one digital copy all with the Contractor s Name and Project Title on the cover of the sealed package. All wage rates on this project shall not be less than the prevailing wage rates as determined by the U.S. Department of Labor. Certified payrolls will be a required to be submitted weekly. The Contractor must take affirmative action to ensure that all workers are employed, and that employees are treated during employment without regard to their race, color, religion, sex, national origin, age, and all other protected classes of individuals. All successful bidders are required to comply with Section 3 of the Housing and Urban Development Act of 1968, amended 1969, an amended by Section 118 of Title 1, community Development and Housing Act of 1992, as well as Executive Order 11478, and amended in 2020. Section 3 requires that to the greatest extent feasible; opportunities, training and employment be directed toward low-and very low-income persons, particularly those who are recipients of government assistance of the project area, and contracts for work in connection with the project area be awarded to business concerns which are located in, or owned in substantial part of persons residing in the area of the project.
