The selected consultant will be asked to perform duties that include planning, early design work for scoping and budgeting, development of plans, request for proposal and contractor selection process, and construction oversight. A general breakdown of the work items: Provide high-level work concepts for review by the county. Associate different work types and tasks with possible funding sources and provide high-level cost estimates. Prepare request for proposal documents and selection process Evaluate bidders with county staff and provide recommendation of award to the county Coordinate design, permitting and construction, providing monthly project updates to the county. Assist county with public communications about the project. Review pay applications, make recommendations on change orders for consideration by county staff. The Lapeer County Parks and Recreation Department (county) is soliciting firms for the role of owners representative and project manager for the re-development of Torzewski Park, 2051 Pero Lake Road, Lapeer, Michigan 48446. Replacement of the large waterslide with a flat run-out vs a plunge pool. Replacement of the pirate pool with an alternate attraction Renovation of the play pool and junior slide Additional of a splash pad Renovation of concession and restroom buildings Coordinate the selection of qualified design vendors and/or contractors to complete the work identified above. Recommend grant opportunities that leverage local funding to the extent possible. Lead construction oversight. The county is interested in making a significant investment into making long-lasting improvements to one of our most visited county parks. We are assuming an investment of approximately $2M of local money and leverage with other funding if possible. Depending on the overall long-term planning for the park, there will likely be a need for further investment and phasing. Complete the planning and development of project within the proposed timeframes. Perform field work if necessary Provide design review for vendor / contractor submittals. Provide a recommended construction schedule / duration. Contact the County Project Manager whenever discoveries or design alternatives have the potential to require scope changes or impact costs beyond 10% of the current project cost. Submit a monthly project progress report to county. Facilitate project bidding and coordinate with the county Provide as-needed design services during construction. The Consultant will submit all necessary files and documents required for Plan Review and Project Letting. All electronic files used in the development of this project are to be provided to the county in pdf format. The method of contractor selection has not been determined at this time.
