The Town of Lusk, Wyoming (Owner) is soliciting Statements of Qualifications and Experience from consulting firms interested in providing airport engineering services at the Lusk Municipal Airport (LSK). The intent of the services is to provide airport engineering services for a period of five (5) years at the Lusk Municipal Airport. Airport engineering type projects that may occur at the Airport during this selection period include: Seal Coat and Marking Pavement SRE Equipment Acquisition Fence Rehabilitation Construct Aviation Hangars Runway Turn Around Construction Taxiway Pavement Rehabilitation Apron Pavement Rehabilitation Runway Pavement Rehabilitation At the Owner s discretion, projects listed above may be contracted singularly or performed in any combination and in any order. Firms shall show similar current experience in conducting airport engineering projects with their proposal. The outside of the envelope containing the proposal submission should be clearly marked with Statements of Qualification and Experience for Airport Engineering Consultant Selection . Proposals received after the deadline shall remain unopened and will not be considered. Proposals shall include, at a minimum, the following: A list of airport projects the consultant has begun or completed in the last five years. The project list shall include the year of the project, scope of services provided, and contact information for references. Current resume for all professional staff who will be working on the airport projects. Resumes shall include qualifications, skills, certifications, training, and work history. A list of current airport projects and the firm s capacity to accomplish and manage future projects. The location of the firm s home office and the location(s) where services would likely be performed. A list of references from past completed airport projects. Statements of Qualifications and Experience shall be limited to a maximum of 20 pages, single sided, including promotional material. All submissions shall become the property of the Town of Lusk. A qualification-based selection process in accordance with FAA advisory circular 150/5100- 14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects and WYDOT policy and procedure for selection of professional services, will be utilized to select the most qualified firm. Selection will be based upon compliance with this request and the following criteria: 1) Qualifications of prospective firms including resumes, recent project history, and services provided. 2) Capability and experience in preparing Airport projects. 3) Background and capabilities in dealing with the various local, state, and federal agencies that may be involved in the projects. 4) Reputation of firm and key people to be utilized in the project. 5) Interest shown and availability of key people to perform the needed tasks. 6) Quality of work and recommendations of clients on previous projects. 7) Ability to meet project schedule. The Town of Lusk will review and evaluate all proposals accepted. The Town of Lusk may conduct interviews via phone or oral on-site, however the Town of Lusk reserves the right to make a selection based solely upon the proposal information received. The base contract (if awarded) to the selected consultant will be for a period of five (5) years. Projects may be accomplished over the course of several years and under multiple grants. The Owner reserves the right to terminate the contract or consultant services any time during the term of the contract. The Owner reserves the right to reject any proposal that is deemed unqualified, unresponsive, unsatisfactory, and/or inappropriate. The Owner is not liable for any costs incurred by the consultant in preparation of the proposal or interviews (if conducted). The method of contractor selection has not been determined at this time.
