As of September 30, 2025, project awarded. The City of Bend requests proposals from qualified and experienced consultants for Construction Contract Administration and limited construction inspection services for the Olney Pedestrian and Bike Improvements Project (the Project). The Project is using a construction best value alternative project delivery method. The purpose of the project is to construct transportation, water, sewer, and stormwater improvements from the Deschutes River/Portland Avenue to 2nd Street/Olney Avenue. The City intends to engage the services of a qualified and experienced consultant able to provide support to the City through the construction phase, including construction administration support, public outreach, early plan and specification review, and supplemental inspection for the construction phase of the Project. The City of Bend reserves the right to: 1) modify, revise or withdraw this request for proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City. The method of Contractor Selection has not been Determined at this time. $12,575,000 has been allocated to the Project through the City’s Capital Improvement Program (CIP). The budget for CCA services as outlined is $650,000.
