Construction of the Village of Carol Stream Wastewater Reclamation Center Diffuser Replacement Project, consisting of demolition and removal of the aeration basin diffusers and appurtenances in the six (6) existing aeration basins and four (4) existing aerobic digesters and installation of Owner-procured new diffusers and appurtenances in the aforementioned aeration basins and aerobic digesters at the Village of Carol Stream's Wastewater Reclamation Center (WRC), A certified check or bank draft, payable to the order of the Village of Carol Stream, a negotiable U.S. Government bond (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work. Also, the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/0.01 et seq. the "Prevailing Wage Act") as ascertained by the Village shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the employment of Illinois Workers on Public Works Act, 30 ILCS 570-0.01 et seq., as two consecutive months of unemployment exceeding 5%, BIDDER agrees to employ Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Bidders will also be required to complete and sign the Public Works Governmental Compliance Certification and submit it with the bid. The Village of Carol Stream reserves the right to reject all Bids or to waive any informalities in the bidding. Bids may be held by the Village of Carol Stream for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
