The Department of Juvenile Services (DJS or Department) is issuing this Request for Quote (RFQ)
for the purposes of entering into a contract with a vendor to provide all labor, equipment, materials,
supplies, insurance, etc., to provide janitorial services for the DJS Office, 106 East Main Street,
Suite 102, Elkton, MD 2192. Janitorial Services will be performed one day per week (Monday,
Tuesday, Wednesday, Thursday, Friday, or Saturday) for fifty-two (52) weeks. Deep cleaning
services may be required, as needed. The term of the contract will be for a three (3) years
beginning on approximately January 2, 2023. The contactor shall provide hand towels, toilet tissue,
trash can liners, sanitary napkin receptacle liners, toilet seat covers, and hand soap. The
Contractor shall purchase all cleaning materials and supplies from Blind Industries and
Services of Maryland (BISM). The Contractor is responsible for setting-up an account with
BISM. Background and Purpose
The State is issuing this solicitation for the purposes of providing a contractor to perform
janitorial services at the DJS Office located in Elkton, MD. The contract scope consists of
providing janitorial/cleaning services for all areas throughout the facility one day per week
beginning between 5:00 to 6:00 p.m. local time and ending before 9:00 p.m. local time. The term
of this contract shall be for a period of three (3) years
Scope of Work Requirements
A. This project shall consist of the contractor providing all labor, equipment, materials,
supplies, insurance, etc., necessary to provide one contracted employee to perform
cleaning services one weekday per week (Monday, Tuesday, Wednesday, Thursday, or
Friday) for fifty-two (52) weeks. The Contractor shall provide hand towels, toilet tissue,
trashcan liners, sanitary napkin receptacle liners, toilet seat covers, and hand soap. The
Contractor shall purchase all other cleaning materials and cleaning supplies through
BISM (Blind Industries and Services of Maryland).
1. Work associated with providing one contracted employee to perform janitorial
services, one day per week starting no earlier than 5:00 p.m. and ending no later than
8:00 p.m. The DJS Elkton Office is approximately 3,726 square feet and includes the
following number and types of rooms: Twelve (12) offices, two (2) conference rooms,
one (1) lobby, one (1) common area, one (1) kitchen area, and two (2) bathrooms.
2. Approximately 3,326 square footage is carpeting and approximately four hundred
square feet is hard surface flooring. The flooring is located in the two (2) single
restrooms, one (1) lobby, and two (2) areas in the kitchen Questions Due Date and
