Sealed proposals for furnishing labor, materials, and performing all work for the above project , pipeline and manhole installation, restoration, debris disposal, concrete work, and other miscellaneous items, as set forth in the Contract Documents Bids shall be submitted in accordance with the requirements of the Instructions to Bidders. Each bidder shall provide bid security in the amount, form, and subject to the conditions set forth in the Instructions to Bidders. Prospective bidders will be required to file a Bidders Information Form with their bid to Greenbrier PSD #1. A copy of the form is included with the contract documents. Bids will be accepted only from bidders who have submitted a Bidders Information Form. All prospective bidders to be registered with the West Virginia Contractors Licensing Board at the time of bid opening. The state code provisions of the West Virginia Jobs Act and the West Virginia Drug Free Work Workplace Act apply to the bidding and contract documents for the project. This project includes no state or federal funds. Timing for the bond issue to finance the work will require bids to remain open for 90 days after the bid date. The contract will be awarded to the lowest responsible bidder, but Greenbrier PSD #1 reserves the right to waive any informalities or minor defect and to accept or reject any and all bids. Experience and qualifications of each bidder to perform the work within the time stated will be given substantial consideration. The receipt of bids will be subject to the conditions specified in the Instructions to Bidders and the Contract Documents. The design of this project was completed by the owners in-house design professional. This project includes no state or federal funds.
