The scope of work will include a facility condition report for the existing Funny River Road Maintenance Shop, an estimate of costs to fix any deficiencies and update this facility, and a cost/benefit analysis of constructing a new shop facility near the Citys Arbor Street warm storage building. The Funny River Road maintenance shop, located at 844 Funny River Road in Soldotna AK, was constructed in 1980. The 10,000 sq ft pre-engineered metal building contains three maintenance bays with vehicle lifts, a parts storage mezzanine, an equipment wash-down bay, a welding area, and four heavy equipment storage bays. In the late 1990's an addition was constructed to house administrative offices. The building has received some upgrades to lighting and heating equipment over the years. At some time in the past, the metal roof had spray foam added to the outside. Over the years there have been numerous roof leaks that have been patched and repaired. Prior to award the winning proposer will be required to provide copies of all licenses, certificates, registrations and other credentials required for performance under the contract. Documentation must be current and must have been issued by or under authority of the State of Alaska or, if documentation is from an outside jurisdiction, such documentation must be accepted as valid by the State of Alaska for performance in Alaska. Such documentation shall include, but is not limited to, Alaska business license and applicable professional licenses, registrations and certificates. Soldotna Municipal Code requires that businesses or individuals contracting to do business with the City of Soldotna be in compliance with all tax provisions. No contract will be awarded to any individual or business who is found to be in violation of the Code of Ordinances in the several areas of taxation. A five (5%) percent local preference policy has been established and may be applied, not to exceed $5,000. A local business is defined as: any business or company having a physical presence in the Borough, registered in the Borough to collect sales tax and locally provides the products and services sought. The work will be accomplished through a City short form contract (sample attached). See sample contract for insurance requirements. Insurance requirements are $1,000,000 for both commercial general liability (CGL) and auto, $1,000,000 for errors and omissions (E&O) if required by contract. Upon Selection, the successful firm (consultant) shall work closely with City Staff to develop a detailed scope of work and project schedule. The central components and project-specific scope of work include: Evaluate the condition of the Funny River Maintenance Building roof. Analysis should include the condition of the exterior waterproof surface, performance of insulation, and a structural assessment. Conduct a property condition assessment for the entire shop building. Assessment should be conducted to ASTM E2018 standards or equivalent. The condition assessment is not to include any of the out buildings and sheds. Create an informal cost estimate for repairs to the Funny River Maintenance Shop roof and any other deficiencies identified in the property condition assessment. Create a conceptual level plan and informal cost estimate for a new building to be located near the existing Arbor street warm storage building that could house all of the activities that are currently being conducted in the Funny River shop. Analyze life cycle cost of a repaired and updated Funny River shop and a newly constructed building at Arbor Street. Analysis should include heating, and other utility costs, ongoing building maintenance and upkeep, and potential cost associated with abandoning or removing the Funny River building. All project activities must be successfully concluded by March 15, 2023. In addition to the above deliverables, it is also expected that the consultant will: -Prepare and update as necessary a project schedule with milestones -Coordinate with City staff to schedule site visits to review existing conditions and building uses.
