Site work for a water / sewer project in Sidney, Montana. Completed plans call for site work for a water / sewer project.

1. Schedule I (Central Ave.) - *Base Bid: a. The work generally consists of +-880 LF of 12-inch restrained ductile iron water main, and +-85 LF of other various sized water main, installed via open-cut methods through an urban corridor in Montana Department of Transportation (MDT) right-of-way. Work within MDT right-of-way will require Contractor to enter into a memorandum of agreement with the State. Contaminated soils will be encountered during construction of this schedule. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal, and residential/commercial water service connections. Est. Value Notes: $3.25M for all schedules (*SW) 2. Schedule II (Lincoln Ave. - A) - *Base Bid: a. The work generally consists of +-975 LF of 10-inch PVC water main, and +-50 LF of other various sized water main, installed via open-cut methods through an urban corridor and a primary City route along Lincoln Avenue. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal, and residential water service connections. Some residential water service connections may require trenchless technologies to complete internal connections. (*SW) 3. Schedule III (Lincoln Ave. - B): a. The work generally consists of +-1,200 LF of 10-inch PVC water main, and +-50 LF of other various sized water main, installed via open-cut methods through an urban corridor and a primary City route along Lincoln Avenue. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal, and residential water service connections. (*SW) 4. Schedule IV (Peterson Park Crossing): a. The work generally consists of +-450 LF of 10-inch PVC water main installed via open-cut methods through an urban corridor and private property via a water utility easement. Schedule also includes a +-160 LF section of 10-inch HDPE water main installed via horizontal directional drilling methods. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal, and residential water service connections. Some residential water service connections may require trenchless technologies to complete internal connections. (*SW) 5. Schedule V (Veteran's Park): a. The work generally consists of +-290 LF of 10-inch PVC water main, and +-90 LF of other various sized water main, installed via open-cut methods through an urban corridor and the Montana Department of Transportation (MDT) right-of-way. Work within MDT right-of-way will require Contractor to enter into a memorandum of agreement with the State. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal, and residential water service connections. (*SW) 6. Schedule VI (Crestwood): a. The work generally consists of +-475 LF of 8-inch water PVC main installed via open-cut methods through an urban corridor. Work will include typical water main appurtenances including, but not limited to, fire hydrants, gate valves, fittings both vertical and horizontal. (*SW) 7. Schedule VII (Lead Service Replacements): a. The work generally consists of four (4) total lead water service line replacements from the existing main to inside the residence. Residential water service connections may require trenchless technologies to complete internal connections. (*SW) 8. Qualifications: Contractor(s) implementing trenchless technologies by Horizontal Directional Drilling methods shall furnish written evidence of experience in performing said portion of work as requested The project generally consists of: Schedules (I to VII) accounting for approximately 4700 LF of combined new water main installation and water main replacements, size ranging from 6" up to 12". Pipe materials will include the use of PVC, HDPE, and Ductile Iron. The contract may be awarded based on the OWNERs best interests. The award will be based on the lowest cost combination of responsive, responsible bids, on the Base Bid and various Schedules, Alternatives, and Additive Alternate, as applicable, selected by the OWNER. Pre-Bid Meeting Info: There will not be a pre-bid conference. The work is primarily along urban corridors with a portion of the work being performed within the MDT right-of-way. A portion of Schedule IV, if awarded, will require the installation of water main via horizontal directionally drilling. Contractor(s) implementing trenchless technologies by Horizontal Directional Drilling methods shall furnish written evidence of experience in performing said portion of work as requested in SECTION 00 41 00 BID FORMS and 00 21 13 INSTRUCTIONS TO BIDDERS of the Contract Documents. For additional detail please refer to the Contract Documents. Awarded Schedules shall be substantially complete by: No later than Friday, October 20, 2023 or as specified by the contract days from the date of the Notice to Proceed provided in the Contract Documents. Interested parties shall refer to the complete bid package and Contract Documents for contract time requirements and liquidated damages. Funding Agency Notice: The Project is being funded in part by the Montana State Revolving Loan Fund. Bidders on this work will be required to comply with Title 40 CFR 35.3145(d), President's Executive Order No. 11246, and all other State and Federal regulations and wage rate requirements required for said funding. The following additional information, if applicable, shall be submitted in the CONTRACTOR's bid proposal unless otherwise specified: MBE/WBE Subcontractor solicitation information forms, and the Certificate Regarding Debarment should be included with each bid or proposal or submitted no later than seven (7) calendar days from the date of bid opening. There will not be a pre-bid conference. For technical questions or inquiries on obtaining paper copies of bidding and contract documents please contact the office of record at (406) 433-5617. Bidders must download the bidding documents from either electronically or receive paper copies from the office of record to be a registered bidder and receive addenda and any other information issued by the ENGINEER or OWNER. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a certified check, cashiers check, or bid bond payable to the OWNER, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful bidder(s) and a certificate(s) of that insurance shall be provided. The bid bond, a copy of the CONTRACTORs license or certificate of renewal, and applicable funding requirement forms shall be included with each bid of proposal. All bids must be sealed. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER reserves the right to hold all bids and bid securities for a period not to exceed thirty (30) days and to hold the three low bids and bid securities for a period not to exceed ninety (90) days from the date of the bid opening. The OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of these periods, waive any informality in any bid, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the OWNER.
