Lower Yellowstone Irrigation Project Request for Qualifications for Engineering, Planning and Grant Writing/Administration Services The Lower Yellowstone Irrigation Project (LYIP), consisting of the Board of Control for the Lower Yellowstone Irrigation District #1, the Lower Yellowstone Irrigation District #2, the Savage Irrigation District, and the Intake Irrigation District is soliciting Qualifications for engineering, planning and grant writing/administration services. The LYIP may utilize the selected firm or firms for all engineering and/or grant writing/administration services requested by the LYIP or any districts. The LYIP intends to select a pool of qualified firms under this solicitation for future use. The agreement and payment terms will be negotiated with the selected offerors. The services to be provided may include, but are not limited to: Preliminary Engineering Reports; irrigation infrastructure replacement/rehabilitation design; surveying; mapping; planning services or consultation; grant writing and administration; construction administration; and any other services the LYIP deems necessary for the project. There is no guarantee that the LYIP will require any number of the above services, and the agreement with the selected offeror will allow for termination of any or all the services at any time during the contract period. Responses should include: 1. The firms legal name, address and telephone number; 2. The experience and qualifications of the staff to be assigned to the described activities; 3. A description of the firms prior Irrigation experience. Include the name of a local official knowledgeable regarding the firms performance and include only projects that the identified key staff had major roles; 4. A description of the firms current work activities and anticipated availability; 5. Capability to meet time and budget requirements; 6. Location; and 7. Recent and Current Work for the LYIP or similar irrigation districts. Respondents will be evaluated according to the following criteria: 1. Qualifications and Irrigation Experience of the Personnel to be assigned to the Project (30%); 2. Related Experience on Similar Projects (25%); 3. Present and Projected Workload (10%); 4. Capability to Meet Time and Budget Requirements (10%); 5. Location (5%); and 6. Recent and Current Work for the LYIP or similar irrigation districts (20%). The selection of the consultant may be based only on the evaluation of the written Statement of Qualifications. The selection will be made to the most qualified firm whose Statement of Qualifications is deemed most advantageous to the LYIP all factors considered. This solicitation is being offered in accordance with state statutes governing procurement of professional services. Accordingly, the LYIP reserves the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
