Richland County, Montana, is seeking an engineering firm to provide engineering services for a five (5) year period. The term may be extended, through mutual consent, up to an additional five (5) years. This work will include, but not be limited to project planning, project design, cost estimates, bid documents, public meetings, surveying, site reviews and construction administration for many types of projects related to county road improvements (utilizing standard and nonstandard methods), bridge and culvert projects, site designs, hydraulic studies and traffic studies, or any other engineering work related to county road right-of-ways. Special or unique projects not related to road construction may be negotiated or procured on a project-by-project basis. Payment terms will be negotiated and the fee for engineering services will be paid with County funds and other applicable funding agencies. Proposals shall include as a minimum the following information: The firm's legal name, address, telephone number and contact person. The principal(s) of the firm and their experience and qualifications. The experience and qualifications of staff and outside consultants. A description of firm's prior experience on similar projects, in particular those using non- standard methods of county road construction (include location, type of construction, construction cost, and name of local official knowledgeable local official knowledgeable regarding the firm's performance within the past 5 years). References for at least 3-5 projects listed. A description of the firms current work activities and how these would be coordinated with the project, as well as the firm's anticipated availability during the 5- year term. Availability of staff to respond to client requests and construction site. Limit proposals to 12 pages, plus cover letter, cover page, table of contents and appendices with employee resumes and a list of references. Respondents will be evaluated according to the following factors: 25% Qualifications of the professional staff assigned to the project. 5% Capability to meet time and budget requirements. 15% Location; ability to respond to work site. 10% Present and projected workloads. 25% Related experience on similar projects. 15% Recent and current work for Richland County; familiarity with local conditions 5% Quality of Proposal. The selection of the Engineer may be based only on an evaluation of the written responses or the County may decide to interview firms and will select applicants to interview based upon an evaluation of the written responses. The award will be made to the most qualified applicant whose proposal is deemed most advantageous to Richland County, all factors considered. Unsuccessful applicants will be notified as soon as possible. This solicitation is being offered in accordance with 18-8- 201 thru 18-8-212 MCA, governing procurement of professional services. Accordingly, the Richland County Commission reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate. The method of contractor selection has not been determined at this time.
