The Wood County All-Hazard Multi-Jurisdictional Mitigation Plan (2018) identified the City of Rossford as one of the most vulnerable areas to negative impacts following heavy rainfall. The Hazard Identification and Risk Assessment (HIRA) within the Countys Hazard Mitigation Plan (HMP) indicates that Rossfords entire stormwater system is undersized and inadequate (poor at best). Six inches of rain causes serious city-wide flooding. Parking lots are covered in standing water, storm sewers backed up into basements, and ditches filled to the brim. Homeowners lose furnaces, water heaters, and air conditioning systems as well as appliances, furniture, and personal items on a frequent basis; some at least once per year (HIRA, page 104). This proposed project will build on information in the Wood County HIRA and develop a comprehensive flood mitigation strategy for Rossford that reduces risk to life and property in the City. Rossford is currently in the early stages of preparing an integrated stormwater/drainage asset management plan. This plan would benefit significantly from the proposed flood mitigation strategy by ensuring that limited implementation resources are directed towards areas of the greatest need (i.e., reduce flood risk in a way that examines cost/benefit). The proposed approach to develop our City-wide flood mitigation strategy consists of the following activities: Task 1 Flooding Locations. Develop a process to document known flooding problems and complaints. Include a mechanism for City staff to record flooding issues during severe storm events. City staff to record location, date, time, extent, and severity of flooding, who observed the flooding and include photographs during the flooding event. When possible, document the cause of flooding. Task 2 Hydraulic Assessment. Conduct an assessment of the stormwater assets associated with areas of flooding, estimate frequency of flooding in these areas, and document to the extent possible value of property loss. This task sets the stage for a more detailed hazard identification and risk assessment needed to support a City-wide flood mitigation strategy for reducing risks to life and property in Rossford. Task 3 Strategy Elements. Identify the range of specific mitigation actions and projects that will reduce risks to property in areas most vulnerable to frequent flooding. Include an action plan describing how these mitigation activities will be prioritized, implemented, and administered. The mitigation strategy will link directly to the Citys integrated stormwater/asset management plan that will identify implementation actions needed to upgrade Rossfords storm sewer system. The mitigation strategy will also integrate with other relevant City planning efforts including comprehensive land use/master plans, capital improvement/economic development plans, and long-term transportation/housing plans. Task 4 Plan Adoption. Work with appropriate stakeholders in Rossford (including public meetings) to ensure that the comprehensive flood mitigation strategy is adopted by the City Council and approved by Ohio EMA. Prequalification requirements for this agreement are listed below. For all prequalification categories other than Cost Accounting - Unlimited the requirement may be met by the prime consultant or a subconsultant. Also, please note that only individuals (not firms) are prequalified for right of way acquisition and construction inspection. In instances where prequalification for these services is required, a prequalified individual, either employed by the prime consultant or a subconsultant, must be named in order to meet the requirement. It is anticipated that the selected Consultant will be authorized to proceed by December 06, 2022. The project will be managed by the City of Rossford. The City anticipates awarding the contract in December of 2022 with planned completion in December of 2023. Instructions for Preparing and Submitting a Letter of Interest 1. Provide the information requested in the Letter of Interest Content (Item B below), in the same order listed, in a letter signed by an officer of the firm. Do not send additional forms, resumes, brochures, or other material. 2. Letters of Interest shall be limited to ten (10) 8 x 11 single sided pages, this includes three (3) pages for the Project Approach (Item B.9 below) and the transmittal letter. 3. Please adhere to the following requirements in preparing letters of interest: a. Please use a minimum font size of 12-point and maintain margins of 1" on all four sides. b. Page numbers must be centered at the bottom of each page. c. Use 8 x 11 size only. d. Submit LOI in a single PDF file preferably in a vector-based format rendered at 300 DPI (dots per inch).
