For the following tasks to be completed for Upper Clinch River Dam #8 (Lincolnshire Dam):
1. Virginia PMP Worksheet - Provide a Virginia 2015 Probable Maximum Precipitation (PMP) watershed calculation spreadsheet and certification using DCR Form 199-236 (if applicable) in accordance with the provisions of DCR guidance documents DCR-VSWCB-037 and 038. To be completed by January 13, 2023. 2. Emergency Action Plan (EAP) - Provide a revised/updated emergency plan in accordance with the provisions of Section 4VAC50-20-105(C)(3) and Sections 4VAC50-20-175 of the Virginia Impounding Structure Regulations. (Note: Please provide the EAP through the DCR Dam Safety Inventory System (DSIS) and/or electronic copy as required.) To be completed by February 28, 2023. 3. Table-Top Exercise - Conduct an emergency plan table-top functional exercise in accordance with the to-be-submitted Emergency Action Plan (EAP) and in accordance with the provisions of Section 4VAC50-20-175(E) of the Virginia Impounding Structure Regulations. To be completed by April 30, 2023. 4. Preliminary Engineering Report - Submit a technical report detailing plans for improving the spillway capacity to meet current regulatory requirements. Note: If the PMP Worksheet demonstrates that the existing spillway capacity is capable of passing a 0.9 PMP event, this report will not be necessary. To be completed by August 31, 2023. 5. Annual Inspection Report by Owner - Provide an annual inspection report by owner, using the DCR Dam Safety Inventory System (DSIS) and/or DCR Form 199-098, in accordance with the provisions of Sections 4VAC50-20-105(C)(2) and (E) and 4VAC50-20-180 of the Virginia Impounding Structure Regulations. To be completed by December 31, 2023. 6. Alteration Permit - Submit for an Alterations Permit for the needed spillway improvements in accordance with the provision of Sections 4VAC50-20-60 and 4VAC50-20-80 of the Virginia Impounding Structure Regulations. Note: If the PMP Worksheet demonstrates that the existing spillway capacity is capable of passing a 0.9 PMP event, this report will not be necessary. To be completed by December 31, 2023. 7. Annual Drill - Conduct an annual drill in accordance with the to-be-submitted approved Emergency Action Plan (EAP) and in accordance with the provisions of Section 4VAC50-20-175(E) of the Virginia Impounding Structure Regulations. To be completed by March 31, 2024. The due dates at the end of each task above are for DCR. All tasks must be completed two weeks prior to the due date and submitted to the Town Manager for review.
