The City of Carnation solicits interest from consulting firms to provide our team with expertise in municipal engineering and support for Capital Improvement Projects, this includes design, survey, construction management, and material testing. SCOPE OF SERVICES: Municipal Engineering Responsibilities: The consultant will assist the City of Carnation in a broad range of day-to-day assistance in engineering matters related to our Utility, Street, and Planning functions. Work with City of Carnations legal advisor to review ordinances, resolutions, regulations, or other legal documents that relate to engineering matters Prepare cost estimates and work with the Chief Finance Officer to determine the feasibility of proposed improvements Conduct short duration studies as requested Attend and participate in meetings requested by the City Provide technical observation of construction to assist the Project Team when requested Assist in preparation of grant application for Federal and Sate grants which may be available to the City Prepare responses to questions or issues related to Public Works matters Preform other Public Work tasks as assigned or requested Help create and maintain Stormwater, Utility, and Land use mapping Construction Administrator Responsibilities The Consultant shall provide, upon request, an experienced Office Engineer to be responsible for the following, but are not limited to: Duties involved with construction administration. Maintaining electronic and paper project files according to WSDOT LAG Manual and City Construction Manual. Preparing all meeting minutes, and distributing minutes to attendees. Receiving, distributing and logging all Contractor submittals and correspondence. Checking inspector daily reports and field note records and developing monthly pay requests. Checking and finalizing force account sheets, including the determination of force account rates. Tracking and assisting in the approval of labor compliance requirements, including sublet requests, wage rate interviews and checking certified payrolls in accordance with State law and the WSDOT Construction Manual. Tracking materials submittals and approvals on Record of Materials. Tracking material quantities for quality assurance testing. Facilitating and ensuring the successful outcome of project audits performed by the State Auditors Office. Construction Inspector Responsibilities Construction Inspector to be responsible for and experienced with the following, but are not limited to: Quality assurance inspection (either day or night work) and enforcement of contract compliance. Construction of public work projects in the disciplines outlined above. Reading and understanding engineering plans and specifications. Completing inspector daily reports, field note records and force account daily reports Knowledge of WSDOT standards, materials acceptance procedures, and construction documentation. Testing and coordination of public utilities. Performing engineering calculations. Identifying and solving engineering problems between contract documents and field conditions. Coordination and scheduling of material testing provided or subcontracted by consultant. EVALUATION CRITERIA Pursuant to state and federal regulations, the following criteria will be used to evaluate and rank consultant submittals: Selection Criteria 1. Team experience, including desired qualifications. 35 Points 2. Firms ability to respond well to on-call contract needs. 20 Points 3. Firms ability to provide consistent staffing. 20 Points 4. Experience with other On-Call contracts (of any type). 25 Points The City will select the highest scoring submittals, up to a maximum of 6, for a follow up interview to provide services outlined within this RFQ. The final selection will be based on the highest interview scores. The City may select a maximum of 3 qualified Consultants. Contract negotiations will take place with the selected Consultants. If negotiations are unsuccessful, the City reserves the right to terminate negotiations and pursue discussion with the next-highest rated consultant. This process will continue until successful contracts are negotiated or the City terminates the process.
