For the purposes of this Request for Expression of Interest (R.F.E.O.I.), the following definition is used: o "Lot 16" means the City-owned public parking lot on the south side of Athol Street East, between Celina Street and Albert Street. The City will consider proposals for the purchase and development of Lot 16 which include as a development component the provision of 318 underground and/or aboveground parking spaces to be owned and operated by the City of Oshawa. Respondents are encouraged to maximize the number of parking spaces on the ground level that are to be owned and operated by the City of Oshawa. This will involve a three-stage process, starting with an R.F.E.O.I. followed by a Request for Proposals, and concluding with a negotiation of terms with the preferred proponent. The intent is for the proponent to purchase the air and underground rights associated with Lot 16 in advance of developing Lot 16. The City reserves the right to not proceed at all or proceed to the second stage or to proceed directly to the third stage if a suitable proponent and proposal are identified as a result of the R.F.E.O.I. Lot 16 is located in downtown Oshawa and has supported local businesses by providing both monthly permit parking as well as daily public parking for businesses and events at the Tribute Communities Centre. Lot 16 is approximately 3,642 square metres (39,203 sq. ft.) in size. Lot 16 is a paved surface parking lot containing 106 public paid parking spaces. Lot 16 includes two (2) parking spots plus a portion of the landscaped area adjacent to these parking spots for electric vehicle charging equipment and safety bollards. A monthly parking permit for Lot 16 costs $73.00 plus H.S.T. At its meeting of June 20, 2022, following a public consultation process, and pursuant to Report DS-22-126 dated June 1, 2022, City Council declared the air and underground rights associated with Lot 16 surplus to municipal requirements, conditional upon the disposal strategy including a three to one ratio of parking resulting For further information, please contact Matt Syer, Buyer, Purchasing Services, at 905-436-3872 or purchasing@oshawa.ca.
