The project is expected to be awarded on January 10, 2023.** The project generally consists of all labor, materials, equipment and services required to performing grading, drainage, and stormwater improvements along a 1.5-mile section of Cannon Road and Inland Bays Road, as well as the construction of a submerged gravel wetland facility. A. Survey including but limited to control points, construction layout and as builts B. Maintenance of traffic C. Temporary construction access D. Excavation, backfilling and trenching operations associated with drainage ditching and surface grading E. Installation of storm drain piping via directional drill F. Installation of storm drain piping via open trench G. Installation of drainage inlets, risers, and manholes H. Milling and overlay of hot-mix bituminous pavement I. Installation of concrete curbing and curb openings J. Excavation, backfilling, sheet piling, forebay installation, and incidentals associated with stormwater management facility K. Grading and installation of wetland and forebay areas L. Exposing and regrading of restrictive soil liner using specialized equipment M. Installation of submerged gravel wetland system including excavation, grading, piping, drainage structures and appurtenances, infiltration media, pump station pads/standpipes, pumping wells, access road, and incidentals N. Placement of riprap, matting, mulching, seeding and other surface stabilization measures O. Installation of permanent access road and concrete matting P. Installation of landscape plantings, plugs, seeding and ground cover Q. Erosion and sediment control measures Contract Term: 486 Consecutive Calendar Days Each bid must be accompanied by a bid guarantee equivalent to ten (10) percent of the amount of the base bid and all alternates. The bid guarantee may be a certified check or a bid bond secured by a surety authorized to do business in Delaware. The bid guarantee shall be made payable to Sussex County Council. If the responding vendor deems any portion of its response to contain trade secrets, proprietary or other confidential information, it shall isolate and identify in writing the confidential portions, together with a statement in support of its designation as such. The submission shall be confidential until the bid has been awarded and a contract has been executed. Thereafter, all submissions shall be open to public inspection. Federal scale wage rates per the Davis-Bacon and Related Acts are not applicable on this Project. Liquid Asphalt Cement Cost Adjustment and Diesel Fuel Index are not applicable to this Project. The project will be completed utilizing American Rescue Plan Act (ARPA) funding, thus bidders on this work will be required to comply with all associated ARPA regulations. Sussex County reserves the right to extend the time and place of the bid opening on not less than two (2) calendar days notice by electronic means to those who have obtained copies of the Contract Documents. Sussex County reserves the right to waive irregularities and reject any or all bids.
