The Placer County Water Agency ("Agency" or "PCWA") will receive proposals from qualified firms to provide paving and concrete maintenance services for the Agency's Water Division. The work consists of furnishing all labor, equipment, tools, materials, parts, service and supervision necessary to property provide routine patch/paving and concrete services on a time and materials basis. The Agency has determined that the Contractor shall possess a valid State of California Class A- General Engineering Contractor's License, or both C-8 Concrete and C-12 Earthwork and Paving Contractor's Licenses. The Agency anticipates the value of any resulting time and materials contract to be $1,000,000 per year however, as maintenance work is scheduled as needed, there is no guarantee that any or all contract funds will be expended during any given year. Any work performed covered by a city or county agreement pursuant to city or county projects shall not be part of the resulting contract. No Proposer or subcontractor may be listed on a bid for a public works project unless registered with the Department of Industrial Relations ("DIR") pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No Proposer or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. Any resulting contract is subject to compliance monitoring and enforcement by the DIR. All Proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document. No Proposal received and read may be withdrawn for a period of sixty (60) calendar days after the deadline for receiving Proposals. The Agency intends to award a contract within sixty (60) calendar days of the deadline for receiving Proposals. Any such contract will require approval of the Agency's Board of Directors. The Agency reserves the right to negotiate and award a contract to the most qualified Proposer(s) as determined by the Agency, to award multiple contracts, to reject any and all Proposals, to waive informalities, and to reject nonconforming, non-responsive, non-responsible, or conditional Proposals. The successful Contractor will be required to furnish a Payment Bond in the amount of one hundred percent (100%) of the contract value prior to any work being performed. Proposer's attention is called to the fact that the Agency is a public agency formed and existing under the laws of the State of California. The Successful Contractor will be required to satisfy all current legal requirements applicable to this work. The Contractor shall give all notices necessary in connection with the performance of the contract, shall secure and pay for all necessary licenses and permits to do the work and shall comply with all laws, ordinances, rules and regulations, bearing the conduct of the work. The method of contractor selection has not been determined at this time.
