The Project is described in general as repair and replacement of select HVAC components. A single contract, direct to Owner, will be awarded. Offers shall be on a stipulated sum basis. Bid Security in the amount of five percent (5%) of the bid must accompany bid in accordance with the Instructions to Bidders. The project is anticipated to begin at the Contractors earliest availability with final completion no later than August 11, 2023. See drawing sheets for technical specifications. Contractors shall submit substitutions requests for approved-equal manufacturers per Section 00 2213 Supplementary Instructions to Bidders. All Bidders must comply with ESSER fund requirements including the applicable Federal Law requiring the payment of Davis-Bacon prevailing wages by all Contractors working on this project, solicitation of Disadvantaged Business Enterprises, and procurement of materials with a preference to those produced in the United States. Products and materials incorporated in the Work of this project are exempt from Iowa sales tax and local option sales tax. Performance Bond and Labor and Material Payment Bond will be required in the full amount of the contract. Costs for obtaining background checks for all on-site personnel shall be included in bid proposals. Work required by the proposed contract shall begin upon ISSUANCE OF THE OWNERS NOTICE TO PROCEED; the Work associated with the project must be completed with all equipment placed in operation on or before the anticipated dates of Substantial Completion. The Owner reserves the right to reject any or all bids, to waive irregularity in the bids and in the bidding and to enter into such contracts as shall be deemed to be in the Owner' best interest.
