Renovation of a water / sewer project in Union City, California. Completed plans call for the renovation of a water / sewer project.

**As of March 04, 2023, this project has not yet been awarded. A timeline for award has not yet been established.**  All bidders submitting a bid must purchase and receive a paper copy of the Project Manual of Project Name, Project No. 800-558 from the District prior to the bid opening date. All submitted bids must be on bid forms included in the purchased paper copy of the Project Manual or subsequent addenda. A bid submitted to the District by a bidder who has not purchased and received a paper copy of the Project Manual of Project Name, Project No. 800-588, or submitted on bid forms not included in the purchased paper copy of the Project Manual or subsequent addenda shall be considered non-responsive and shall be rejected by the District. Each bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the Contract Documents. Each bid shall be presented under sealed cover and shall be accompanied by a certified check or bidders bond, made payable to the District, in an amount not less than ten percent (10%) of the bid. The said check or bidders bond shall be given as a guarantee that the successful bidder will execute the contract in conformity with the form of agreement contained within the contract documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful bidder. Cost for work described in each addenda issued during the time of bidding shall be included in the Bid and the addenda shall become a part of the Contract documents. Bidders shall develop and submit bids at their own expense. The District will not reimburse any costs associated with the development and submittal of any and all Bids. The District reserves the sole right to reject any and all bids and to waive any informality in a bid. No bidder may withdraw its bid for a period of ninety (90) days after the date set for the opening thereof. At the successful Contractors option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. In accordance with the provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess, as a minimum, a valid Class A License. In accordance with the provisions of California Business and Professions Code Section 7028.15, a bid submitted to the District by a Contractor who is not licensed in accordance with Chapter 9 of the California Business and Professions Code shall be considered non-responsive and shall be rejected by the District. To accomplish this work the Contractor shall complete the work items indicated on the Drawings and Specifications, including but not limited to the following: Addition of fall protection on the roof of the following structures: o Heating and Mixing Building No. 2. o Heating and Mixing Building No. 3. o Alvarado Influent Pump Station. o Paint Shop. o Field Operations Building. o Degritter Building. Repair and rehabilitation of concrete and coating at chemical containment areas adjacent to the Odor Control Building and Maintenance Shop Building. Replacement of RBC No. 2 in the Reclaimed Water Pump Room with a new RIO Panel. Addition of VFD for either Reclaimed Water Pump No. 2 or Pump No. 3. Rehabilitation of concrete, coating, and/or steel rehabilitation for the following structures: o Sludge Pump Room No. 1 walls/ceiling. o East Primary Clarifier Building west wall. o Fuel Island canopy. Replacement of lighting in the Fuel Island canopy. Repair of concrete curb on top of the Alvarado Influent Pump Station Flow Meter Pit. Replacement of W4 piping on the south exterior wall of the Centrifuge Building. Replacement of W4 piping inside the Odor Control Building. Repair of Surge Tower staircase railing post. Replacement of one segment of sodium hypochlorite trench and piping. Replacement of sodium hypochlorite piping feeding various in-plant processes. Addition of a tankless hot water heater to flush the TPS flowmeters. Addition of improvements to Headworks Screening Channel 3. Addition of an electrical duct bank to the west side of the plant. Installation of a District-furnished SCADA Viewnode cabinet in the East Aeration Building. Installation of backdraft dampers to the supply fans in the East Aeration Building. Replacement of the roofing at the Degritter Building.
