Site work and renovation of a municipal facility in Eagle Pass, Texas. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.

As of 1/10/2023, this project has not yet been awarded. A timeline for award was not established. Maverick County (The Owner) proposes to construct a new facility for the "Maverick County War Memorial Wall Project" (The "Work"). General Contractors are invited to submit Competitive Bid for this project. Competitive Bid will be accepted from any responsible General Contractor. Competitive Bid is to be submitted in accordance with, and under the terms of, this invitation and the accompanying instructions. COMPETITIVE BID: It is the intent of the Maverick County to award the contract for this project pursuant to the requirements of the Texas Laws for Public Works. The Owner has chosen the "Competitive Bid" as the method of acceptance of quotations on the work described in the Contract Documents. Any usage of the term "Bid" or "Bidding" contained in the Contract Documents, and referring to the submission of a cost or bid by the Contractor for the intent of securing award of the Contract, shall be understood to refer to the submission of a "Competitive Bid". Any usage of the term "Bidder" contained in the Documents or Contract Documents shall be understood to refer to the General Contractor making the Bid. Bids submitted to the Owner for consideration shall accurately reflect the scope of the work as described in, and implied by, the Contract Documents and shall be accompanied by a Bid Bond as described in the Contract Documents. The Owner reserves the right, and intends to exercise the right, as allowed by The Texas Law, as interpreted by the Owner's Legal Counsel, to qualify selected Contractors for consideration to award. The qualifying process shall be in accordance with the guidelines established by The Texas Law. Further, the Owner reserves the right, and intends to exercise the right, as allowed by The Texas Law, as interpreted by the Owner's Legal Counsel, to enter into negotiations with one or more qualifying Contractors after receipt of sealed Bids, to make a final decision for award within the budget limitations for this project. The Work is generally described as "Maverick County War Memorial Wall Project". The Work is more particularly described in the drawings, specifications, bid documents and other Contract Documents prepared by Moy Tarin Ramirez Engineers, LLC (the "Engineer"), and shall include all general construction, electrical, structural, general finishes, grading, drainage and other work as indicated in the Contract Documents. Six Hundred Thousand Dollars and 00 /100 ($600,000.00) including an Owner's Contingency Allowance of Fifty Thousand Dollars ($50,000.00) based on the Plans/Specifications. Additional sets of bid documents, if available, may be obtained by General Contractors, suppliers, or subcontractors upon deposit of $100.00 for each set, with deposit, less the costs of reproduction, will be refunded upon return of the bid documents in good condition within ten (10) calendar days after the opening of bids. Electronic sets for download are available free of charge, bidders shall contact the engineer's office for instructions on how to download or request the files. Bid documents shall remain the property of the Engineer, and all General Contractors shall return the bid documents to the Engineer in good condition no later than ten (10) calendar days after the opening of bids. If the bid documents are timely returned but are in poor condition, the cost of reproduction will be deducted from the amount of the deposit, and the balance will be refunded to the General Contractor. If the bid documents are not timely returned, or if a bid is not submitted, the deposit will be forfeited. All deposits shall be made payable to the order of the Engineer. No partial sets, or half size sets of bid documents will be issued by the Engineer, and neither the Owner nor the Engineer will have any responsibility for errors or misinterpretations resulting from the use of incomplete sets of bid documents. The Bid, Bid security and other documents required to be submitted with the Bid shall be enclosed in a sealed, opaque envelope, addressed to the Maverick County, and identified as a Bid for the Maverick County War Memorial Wall Project. If the bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "Competitive Bid Enclosed for the Maverick County Wall Memorial Wall Project" on the face thereof. Each bid must be accompanied by a bid security in the amount of five percent (5%) of the total bid, including all additive alternatives, pledging that the successful Contractor will, within ten (10) calendar days after the successful Contractor is notified of the acceptance of its bid, enter into a written contract with the Owner on the terms stated in the bid documents, as evidenced by the unconditional execution and delivery of such contract, and furnish payment and performance bonds and evidence of insurance as required by the bid documents. Should the successful Contractor fail or refuse to enter into such contract or furnish such bonds or evidence of insurance within the time above stated, such bidsecurity shall be forfeited to the Owner as liquidated damages, not as a penalty. Such bid security shall be in the form of cash, certified funds payable to the order of the Owner, or a bid bond in favor of the Owner. Any bid bond shall be on a form substantially similar to AIA Document A310 (2010 Edition) or on a form otherwise acceptable to the Owner, and shall be issued by a corporate surety duly authorized and admitted to do business in the State of Texas and licensed by the State of Texas to issue surety bonds. If the amount of the bid bond exceeds the legal underwriting limitation of the surety, the Contractor shall provide the Owner with evidence that the excess is protected by reinsurance or coinsurance in form and amount acceptable to the Owner. Any bid which is not accompanied with bid security in the form and amount required herein shall be rejected as nonconforming. The Owner shall have the right to retain the bid security of all Contractors to whom an award is being considered until either, (i) the Contract has been unconditionally executed and delivered by the parties and any required payment and performance bonds and evidence of insurance have been furnished, or (ii) demand for return of the security is made by a bidder after the specified time within which bids can be accepted, or (iii) all bids have been rejected by the Owner, without the acceptance of any bid.
