The Confederated Tribes of the Umatilla Indian Reservation (CTUIR), Department of Natural Resources Water Resources Program is currently requesting proposals for the design of water efficiency improvements on the Ford and Crockett branches of the Little Walla Walla irrigation canal (Attachment A). The location of the project site is 1 mile north-northwest of Milton-Freewater, Oregon. The implementation of this project will improve in-stream flows for Endangered Species Act (ESA)-listed and non-ESA-listed native fish species in the Walla Walla River downstream from the Little Walla Walla point of diversion, while also providing irrigation water to the agricultural areas served by the Walla Walla River Irrigation District. Ultimately, the products from this design effort are expected to lead to the construction of improvements that will result in protected instream water rights at the Little Walla Walla River point of diversion on the south end of Milton-Freewater, Oregon. Improving instream flows for fisheries is a high priority for the CTUIR, as this will assist in increasing water quantity, as well as improving water quality, fish passage and associated habitat - concepts described in more detail in the Umatilla River Vision (Jones et al. 2008). This Request for Proposals ("RFP") provides the specific services to be contracted as well as information concerning the preparation and submittal of proposals, an explanation of how proposals will be evaluated, and terms and conditions of the contract that may be awarded as a result of the RFP. The products from this contract should include development of a complete design surface for the Little Walla Walla canal project area including channel profiles and ground based topographic survey, and any additional available data, capable of supporting a design for construction. Deliverables will include: topographic survey data, specification drawings (>=90% design), schematics, detailed project design and supporting analyses, and representations of canal alterations. The contractor will be expected to review, analyze and incorporate existing data and collect other data as necessary for describing and predicting specific hydrologic conditions related to canal seepage and water delivery during the complete hydrologic cycle (March - January) (note the canal is dried annually in February for maintenance). The contractor will provide data and information necessary for environmental permitting, such as wetland determination/delineation and expected post-project changes, identification of extent of impact, amount of material to dispose offsite, staging areas, areas of existing right- of-way, and infrastructure (such as power lines, sewer, roads, etc.). Request for Clarification Deadline: January 18, 2023 Response to Clarification Deadline: January 23, 2023 Tentative Award Selection (est.): February 8, 2023 Contract Award (est.): February 24, 2023 Project Initiation (survey): March 1, 2023 Project Completion (design): January 31, 2024 The Project is planned to begin March 1, 2023. The project deliverables will be completed by January 31, 2024. The CTUIR may reject a particular Proposal or all Proposals upon finding that it is in the CTUIR's best interest to do so. The method of Contractor Selection has not been Determined at this time
