Remodeling of an elderly care / assisted living facility in Hood River, Oregon. Completed plans call for the remodel of a elderly care / assisted living facility.

Bids are being solicited by Hood River County (the Project) for a general contractor to remodel the existing kitchen at the Hood River Valley Adult Center. In General, the Project consists of: Renovation and modernization of the existing Kitchen. The work under this contract will be funded in part with funds from the Hood River Valley Adult Center and in part with federal grant funds from the Oregon Community Development Block Grant program with funds obtained through the U.S. Department of Housing and Urban Development. As such, the Contractor will be subject to certain federal provisions, program requirements and reporting obligations as outlined in the Project Manual and Contract Documents. It is the sole responsibility of the Contractor to be familiar with all state and federal rules and regulations and local and state building codes and requirements. Minority, Women and Emerging Small Businesses are encouraged to participate and should indicated as such on the Plan Holders List. Only the name of the Bidder(s) and the total basic bid amount will be read. Any bid that does not comply with prescribed public procurement procedures and requirements, including procedures and requirements made herein may be rejected. Bids will not be considered unless accompanied by certified check, or surety bond made payable to Hood River County in an amount equal to five percent (5%) of the lump sum bid. Interest will not be allowed on bid security. It shall be understood and mutually agreed by and between the Contractor and Owner that the date of beginning and time for completion of the project are essential conditions of the contract and that the time for beginning and completion of the project shall be considered by the Owner in making the award of the contract. Hood River County reserves the right to (1) reject any or all Bids not in compliance with all public bidding procedures and requirements, (2) postpone award of the Contract for a period not to exceed sixty (60) days from the date of bid opening, (3) waive informalities in the Bids, and (4) select the Bid, which appears to be in the best interest Hood River County. All written questions must be received by the Architect by 2:00 pm, prevailing local time, Tuesday January 10, 2023, seven (7) calendar days prior to the Bid Due date. The Architect will determine appropriate responses, if any, and if necessary, an Addendum will be issued to all plan holders of record at least three (3) calendar days prior to the Bid Due date. Any verbal response(s) obtained from any source by bidders will be considered informational and shall not be relied upon by bidders This project is a public works project. By signing the bid, the bidder agrees to comply with the provisions of ORS 279C.800-870 and is subject to the federal prevailing wage provisions of the Davis-Bacon Act 40 U.S.C. 3141. All work performed on the project is subject to federal Davis-Bacon wage rates and State of Oregon Bureau of Labor and Industries wage rates, including work performed by subcontractors. These wage rates are included in Section 00 73 43 of the Project Manual. When two different wage rates are listed, the higher of the two shall apply. See supplemental conditions for more information on prevailing wages. Wage rates will be checked (10) ten days prior to bid opening and an addendum will be issued if they have changed. Only bidders that obtain a complete set of bid documents from Precision Images will be consider a Plan holder of Record, included on Hood River County's Plan Holders' list and will receive any addenda issued. Please do not contact the Owner or Architect for Bid Documents. Sub-bidders and suppliers may obtain bidding documents at Precision Images by paying the cost of reproduction; however, it is the responsibility of those obtaining Bidding documents in this manner to obtain any and all addenda. Addenda will be issued to plan Centers and Prime bidders only. Estimated Value between $850,000 to $1,250,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
