Request for Proposals (RFP) The Town of Normal will receive sealed Request for Proposals (RFP) for the following: Town of Normal - Leak Detection Survey Services Any questions regarding this RFP must be submitted in writing to Town of Normal Water Director, John Burkhart at jburkhart@normalil. gov by December 19, 2022. Town employees are otherwise prohibited from answering questions prior to the submission deadline. State statutes and local ordinance require the payment of prevailing wage by all contractors and subcontractors on this job. The Town of Normal reserves the right to reject any or all bids received and to waive any formalities in the bidding procedures.
