Site work and paving for a civil project in Marina, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The scope of work for this project includes demolition and removal of existing roadway section; constructing a new 4 lane road along the existing roadway alignment, constructing 4 traffic roundabouts; and modifying one signalized intersection. Work also includes extensive roadway excavation; new concrete curb and gutter; concrete and HMA sidewalk and bike paths; concrete retaining walls; landscaping; active warning crosswalk beacons; storm drain modifications; bioretention swales; tree mitigation plantings, significant tree removal, street lighting; curb ramps; erosion control improvements; new traffic striping and signing; and utility modifications. The scope of work shall be completed along Imjin Parkway beginning just west of Imjin Road and ending at Reservation Road, approximately 1.7 miles in length. The Contractor shall perform all work necessary to complete the building exterior improvements in their entirety in accordance with the Contract Documents. Time for Completion - All work under this contract shall be completed within 570 working days from the date specified in the Notice to Proceed. If Contractor shall be delayed in the work by the acts or neglect of Owner, or its employees or those under it by contract or otherwise, or by changes ordered in the work, or by strikes, lockouts by others, fire, unusual delay in transportation, unavoidable casualties or any causes beyond the Contractor's control, or by delay authorized by the Owner, or by any cause which the Owner shall decide to justify the delay, then the time of completion shall be extended for such reasonable time as the Owner may decide. Liquidated damages amount per working day shall be as specified in the Special Provisions. All Federal holidays and City holidays observed during construction shall not be included on the construction timeline specified. Time extension for weather and City delays will be granted accordingly. At the time of the bid opening, the successful Bidder must be legally entitled to perform contracts requiring a Class A Contractor's license. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. Potential bidders, subcontractors and suppliers are responsible for reviewing the complete bidding documents, including all addenda, prior to submitting their bid. Bid proposals will be opened and read by the City Engineer or designee via live video feed. Bidders may join the virtual bid opening through an online video conferencing application. Virtual bid opening credentials will be sent out through an addendum. Proposals will be read aloud at the time of the opening of bids and bids become public records. Responses to all inquiries shall be sent out through email or if necessary, bids will be available for inspection by appointment only. In order to ensure the safety of such operations, the successful Bidder must provide evidence of a current Cal/OSHA T-1 trenching and excavation permit five days after bid opening. The T-1 permit requirement applies to the Bidder and listing a subcontractor that possesses a T-1 permit in lieu of the Bidder does not fulfill the requirement. This Contract will be subject to compliance monitoring and enforcement by the California Department of Industrial Relations, pursuant to Labor Code section 1771.4. Under California Labor Code section 1771. 1, as amended by SB 854, a contractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted for a public work unless the contractor and its subcontractors are registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code. The Bidder and its Subcontractors must be registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code, subject to limited legal exceptions under Labor Code section 1771. 1. Attention of bidders is called to the fact that effective January 1, 1977, the Director of the State Department of Industrial Relations is required to determine the general prevailing rate of minimum wages to be paid to the various craftsmen and laborers required to construct said improvements. The City Council is cognizant of the prevailing rate of per diem rates and the general prevailing rate for holiday and overtime work in the locality in which the public work is to be performed for each craft, classification or type of workman needed to execute this contract and has made this information a part of the Specifications and Contract for said work by reference thereto. The City Council reserves the right to reject any or all bids and to determine which proposal is, in its judgement, the most responsive bid of a responsible bidder and which proposal should be accepted in the best interest of the City Council. The City Council also reserves the right to waive any informality in any proposal or bid. Proposals received after the time announced for the opening will not be considered. No bidder may withdraw his bid after the time announced for the opening, or before the aware and execution of the contract, unless the award is delayed for a period exceeding ninety (90) days. No telegraphic proposals will be accepted. Contract award will be made to the lowest responsive and responsible bidder based on the combined grand total of the Base Bid, Additive Bid Alternate A and Additive Bid Alternate B. _____________________________________________________________________________________________________________________________________________________ MARINA – The city of Marina is poised to embark on about a two-year effort to widen and increase safety on an important artery linking the Salinas area to the Monterey Peninsula through what was once Fort Ord. Marina Mayor Bruce Delgado said he’s excited to see a safer way for bikes and pedestrians to get to the coastline, along with motorists who will be able to navigate through roundabouts that don’t stop traffic at lights so people can get to where they’re going safer with more lanes and good traffic flow. “It’s not just good for Marina,” said Delgado, but for anyone who uses Imjin Parkway to get from the Salinas area to the Monterey Peninsula. The Imjin Parkway Widening and Roundabout Project will affect 1.7 miles of roadway and will include constructing four roundabouts, increase it to four lanes, and will be the first regional Measure X project to be built. The project’s $40.5 million in funding sources include $2 million from the city of Marina generated from development impact fees, $18.25 million from Transportation Agency for Monterey County’s Measure X and $20.25 million from California’s SB1 local partnership program. Delgado said that it would have been very difficult for the city of Marina to fund the project by itself, but once Monterey County became a self-help county and with TAMC’s passage of Measure X, it enabled it to go to the front of the line for state SB1 funding. About 25 of the 58 counties in California are self-help. Each county delivers voter-approved (by super-majority) transportation sales tax measures that fund transit, highway, freight, bicycle, pedestrian and other transportation programs. Measure X was the November 2016 ballot measure that was approved by 67.7% of Monterey County voters for the Transportation Agency for Monterey County’s Transportation Safety and Investment Plan. The measure is anticipated to generate an estimated $20 million annually for a total of $600 million over 30 years through a retail transactions and use tax of a three-eighths’ of one percent or 3/8% to fund transportation safety and mobility projects in Monterey County. California’s Road Repair and Accountability Act of 2017, SB1, created the Local Partnership Program and continuously appropriates $200 million annually from the Road Maintenance and Rehabilitation Account to local and regional transportation agencies that have sought and received voter approval of taxes or that have imposed fees, which taxes or fees are dedicated solely for transportation improvements. According to the Imjin Parkway Widening and Roundabout Project website, the project is a road safety and widening construction project along a segment of an important connector route between the Monterey Peninsula and the greater Salinas Valley. The segment is located on the former Fort Ord military base (between the cities of Marina and Seaside on the Monterey Peninsula) between Highway 1 and Reservation Road. About 30,000 to 32,000 motorists use Imjin Parkway daily, said Delgado. Construction will complete widening of Imjin Parkway by adding a lane in each direction between Imjin Road (near California Avenue) and Reservation Road; replacing four signalized intersections with roundabouts near existing neighborhood areas; creating pedestrian crossings at intersections for safer access to and from the surrounding neighborhoods and educational areas; adding bike lanes along each side of the roadway for the length of the roadway extension; and installing lighting and landscaping. A kick-off event is planned for the last week in June with construction beginning this summer and will be split up into different phases to minimize construction impacts along the roadway as well as increase efficiencies to complete the project as quickly as possible. Phase 1 will see work on the north side of the roadway, westbound toward Highway 1. Work will include demolishing the existing roadway, grading, drainage, utilities, irrigation and lighting, retaining and sound walls, roadway paving and temporary striping, landscaping and north side of roadway roundabout construction at Preston Avenue, Abrams Road, Marina Heights and Imjin roads. Phase 2 will see work on the south side of the roadway, eastbound toward Reservation Road. Work will include demolishing the existing roadway, grading, drainage, utilities, irrigation and lighting, paving and temporary striping, landscaping, south side of roadway roundabout construction at Imjin Road, Marina Heights Road, Abrams Road and Preston Avenue. Phase 3 will be miscellaneous roadwork including demolishing temporary paving, roadway paving and temporary striping, drainage utilities and lighting, and grading. Phase 4 will be final paving (top lift) and striping. Driveway access will be maintained throughout construction which is projected to wrap-up in 2025.
