Renovation of a municipal facility in Clinton, Iowa. Completed plans call for the renovation of a municipal facility.

Clinton County is seeking bidders to bid to contract for public improvements for the equipment upgrade for the existing Clinton County Courthouse Building Elevator, located at 612 North 2 nd St., Clinton, Iowa. Work on the Building shall be commenced within ten (10) days after the Notice to Proceed has been issued and shall be completed by June 30th, 2023. The contractor shall schedule and conduct a preconstruction meeting and present a schedule showing dates and timelines for each portion of the project. The schedule will identify the dates of downtime for the elevator and other equipment. This schedule must be approved by the owner prior to the start of work. During construction, if the contractor or his subcontractors pull off the project unscheduled and leaves the elevator out of operation, the Contractor shall pay the County $1,000.00 per day liquidated damages for each day that the elevator is out of operation. If the contractor or his subcontractors need to pull off of the project for more than 24 hours, they must schedule downtime with the owner. Each Bidder shall accompany its bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bid security shall be in the amount of five percent (5%) of the amount of the contract and shall be in the form of a cashiers check or certified check drawn on a statechartered or federally-charted bank, or a certified share draft drawn on a state-chartered or federally-chartered credit union, or the governmental entity may provide for a bidders bond with corporate surety satisfactory to the governmental entity. The bid bond shall contain no conditions except as provided in this section. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Equipment or products authorized to be purchased with federal funding awarded for this contract must be American made to the maximum extent feasible, in accordance with Public Law 103-121, Sections 606 (a) and (b). The bidder should not include sales tax in its bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the project. The scope of the project includes upgrade of the existing Elevator in the historic courthouse building. The County of Clinton, Iowa, reserves the right to reject any and all bids.
