The Town of Erie, Colorado (Town) is accepting Statement of Qualifications (SOQ) from qualified water engineering firms (WEF) to provide design and construction oversight services for the planned new North Water Treatment Plant (NWTP) and associated improvements. The NWTP will improve resiliency of the existing Lynn R. Morgan Water Treatment Facility that is located approximately 5.0 miles to the southwest of the NWTP site. This Invitation to Submit Qualifications is specifically to select a qualified WEF for the design and construction oversight services for the Phase I - 4.0 MGD capacity NWTP, that is scheduled to be online in calendar year 2026. The Phase I water treatment plant must be designed for future phased expansion for a potential ultimate capacity of 20 MGD. This is not a solicitation for proposals. No guarantees, expressed or implied, are made that the proposed schedule in this Invitation to Submit Qualifications will be followed or that the Project will be constructed as described. The Town reserves the right to modify or delete the project. Firms responding to this solicitation do so at their own risk and option and, therefore, assume full responsibility for all associated costs. Up to four design firms will be selected in accordance with the procedures and criteria contained in this solicitation and invited to submit Design Proposals for the Town's consideration. The detailed requirements for the Request for Proposal (RFP) will be provided to the pre-qualified design firms selected from the SOQ process. The selected WEF will assist the Town with the design, permitting and construction of these facilities.
