I-564 Emergency Fuel Tank Generator Relocation, Project Code 0564-122-515 C501. Installation of a new underground diesel fuel storage tank along Eastbound I-564 approximately 400' from the Runway Tunnel Portal. This will support the existing emergency generator located inside the Runway Tunnel. Sealed bids are invited for the construction installation of a new underground diesel fuel storage tank along Eastbound I-564 approximately 400' from the Runway Tunnel Portal. This will support the existing emergency generator located inside the Runway Tunnel. The existing above ground tank is located within the boundaries of the Navy Airfield and requires special access from the Navy to refuel the tank. The new underground tank will allow refueling without accessing the Navy Airfield. Work includes installation of new concrete encased duct bank containing a fuel supply line and a water cooling line supporting the generator. The 2" dia. fuel line with leak detection/monitoring system is inside a 4" dia. carrier pipe. The 2 inch dia. water cooling line with heat trace system is also inside a separate 4" dia. carrier pipe within the duct bank. These concrete encased lines are routed along the existing Eastbound I-564 retaining wall and service the emergency generator located inside the Runway Tunnel. Power for the fuel pump control cabinet and communication from the control cabinet back to the Generator room inside the tunnel will also be routed along the existing Eastbound I-564 retaining wall. A portion of the work, i.e., conduit and conductor/cable installation, will be performed from the roadway during approved lane closures as allowed by the contract documents. A Bid Bond is required. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids. The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders.'Notice of Award' or 'Notice of Intent to Award' will be posted on eVA, Virginia Department of General Services' central electronic procurement website. A five percent (5%) bid bond is required to accompany this bid. When required bid shall be accompanied by a Commonwealth of Virginia Standard Bid Bond, Form CO-10.2, payable to the Owner as obligee in an amount equal to five percent (5%) of the amount of the bid. Failure to submit the bid bond on the Commonwealth of Virginia Standard Bid Bond, Form CO-10.2 will result in the bid being considered non-responsive. (When bid bonds are requested, the awarded contractor will be required to furnish Performance and Payment Bond.)
